Does that mean that there is or isn't another election? Considering that Rochdale is a Metropolitan council and all other Metropolitan councils are voting on 2nd May the answer is yes.

Not all - Birmingham and Doncaster aren't (and it looks from here as if most of the Merseyside councils have moved to a similar pattern www.theedkins.co.uk/uklocalgov/elec2024.htm) but yes Rochdale is still a 'normal' Met in that respect

Does that mean that there is or isn't another election? It means that the page you linked to does actually say that there will be a Borough Council election as well as the mayoral one.
