I believe the Wyre BC, Bourne by-election may well be on 4 May. Not sure about the one in Rossall but the minutes of the Council meeting refer to the Councillor being ill and having to reduce his commitments.

The by-election for the Bourne ward on Wyre BC is on 4 May. The Councillor for the Rossall ward sadly died on 25 March and no Notice of Vacancy will be issued until after the funeral.

The Local Government Act 1972 focuses on democracy and the democratic deficit, not on the niceties of funerals and mourning.
Section 87 (Date of Casual Vacancies) states, inter alia,
The date of which the vacancy is deemed to have occurred shall be, in the case of death, on the date of death. Public notice of any vacancy shall be given by the local authority, as soon as practicable after the date on which the vacancy is deemed to have occurred.
The local authority is not empowered to wait until after the funeral, before issuing a Notice of Vacancy. It is the prerogative of the electorate (or more specifically two local government electors under section 89) - and not the local authority or the returning officer - to initiate the process of a by-election, by giving notice in writing to the proper officer of the authority, or to defer a by-election by refraining from giving notice.

Ray Cole, Tory Copeland DC councillor and former Cumbria CC member for Millom, has sadly passed away (on Sunday, it is reported)
Someone who was respected across the political spectrum and a genuinely nice man, irrespective of policy differences.
In due course that will mean a by-election in my own district ward (Newtown)

Tell me about it I do know that in 2011, we intended to stand two candidates but one withdrew at almost the last moment. At least undernomination *shouldn't* be a problem for us this time.....

Brinnington & Central was once a LibDem (marginal) ward that saw a dramatic move to Labour under the Coalition We only won it once (in 2008) It was more the swing "back" that intrigued me... The 2012 election was 70.4% Labour, 8.2% LD.. quite a fall from grace..
