Agreed in all particulars. Did you visit the Towner Gallery in your tour? I did, a little gem, and the Jerwood in Hastings (the construction of which the fishing community had resisted apparently). My partner was doing an art quilting event in Eastbourne and I had a couple of days to potter around. Just pointing out the Jerwood is about to close and will lose most of its permanent collection. It has been dogged with disputes ever since conception - the existential battle with the local fishermen just one of many problems, the battle between the local management and the Jerwood Foundation probably being even more fundamental. Will reopen in July,I think, as Hastings Contemporary, which is probably a deliberate aping of the Turner Contemporary. Agree about the Towner, btw.

The net figures for 1969 for England & Wales (as published by Conservative Central Office):- A slight improvement for Labour compared to the nadir of 1968. Gains in Barrow, Crewe, Derby, Ilkeston, Jarrow, Leeds, Llanelli, Nottingham, Port Talbot, Sheffield (6% swing to Lab), Whitehaven and Widnes.

Found the clipping:- The Communist councillor sat until 1947. Thanks.. still has me boggled.. Andover was around 8,000 people then and the most boring of market towns.. the whole of the lumpenproleteriat would have fit in a phone box... I shall investigate this some more and report back... A prominent figure in the Andover branch of the Communist Party at this time was Prof. Hyman Levy, who was Professor of Mathematics at Imperial College, London, but also maintained a house at Stoke, near Andover. His sons were also active communists.

A v.v. niche topic...the four UDCs of the Calder Valley 1946-72. A marginal Labour area but a disappointing (but not unusual) contestation rate of 57% across those years. Opposed wards minus unopposed wards:- Total contests within the UDCs:- The 'blight' of the independents (mainly Conservative or Liberal supporters but occasionally Labour) blurs the fate of the parties. From a Labour angle (they were more likely to reveal their 'true colours') net victories (elected minus defeated) vs total victories (elected plus returned unopposed):- The Labour score in the wards (win, loss, unopposed, no candidate):-

Published this week under the Hampshire Papers (Series 2) imprint is "Candidates and Contests: Hampshire County Council Elections From 1889 to 1974, by Roger Ottewill. Although I printed it I haven't yet had a chance to read it thoroughly, but skimming through it I think it is an excellent piece of work. It is an overview rather than a list of results, but there is plenty of analysis. Obtainable from www.hantsfieldclub.org.uk

There were so many small local authorities, and so many councillors, that it must have been difficult for the parties to find candidates.
Another issue might have been the lack of party descriptions on ballot papers - if you were going to stand as a 'paper candidate', you would have to do at least some campaigning so that your party's core voters knew that you were representing their party.

A few stats illustrating the Liberal surge in 1962...and the decline thereafter. A bit difficult to decipher the true number of gains. Gains quoted in The Times:- Liberal wins in the W.Riding boroughs 1961-63:- 1962 gains in the NW boroughs:- Multiple gains in other English & Welsh boroughs:- (There were umpteen boroughs with a single gain). Finally the Tory figures (they have a database going back years) for Liberal seats 1960-70:-

But of course the lumpenproletariat would never have been the target for Communist candidates. They will largely have been non-voters unless marching alongside Moseley.

The Liberal net performance in the 80 most populous English & Welsh boroughs 1921-38:- Net gains in only 1922 (reversing Labour's 1919 landslide) and 1931 (a v.bad year for Labour).

May 1969 - a kick in the teeth for PM Harold Wilson as the Tories took control of Huyton UDC and the Liberals gained Kirkby UDC for the first time. (BNA, Liverpool Echo 6/7 May 1969):-
Prescot UDC - no changes - Con 8, Lab 6, Ind 3 Kirkby UDC - Lib gains from Lab Cherryfield, Central (by two votes) wards - Lib 11, Lab 10 Huyton UDC - Con gains from Lab Huyton Farm, St. Michael's, Longview wards - Con 17, Lab 12, Ind 1.
Following these results NOP conducted a survey in the PM's constituency, which showed a 14% swing to the Tories (Lab 45.9, Con 40.7, Lib 12.3 & Comm 1.1). NOP calculated that Harold Wilson would see his majority dwindle to 3,000 votes should an election be called.

Most of those names would not surprise even now - Chelmsford and Windsor ever having had Labour majority councils is perhaps the main exception to that.

Labour's performance in 1945/46 (article written by an American an illiterate idiot hence the spelling):- Corrected that for you. It's a *NAME* ffs. You don't re-spell *NAMES*. In British English you don't refer to the Australian party as the Labour Party, 'cos that's not its name; similarly, you wouldn't refer to a theoretical American party as the Centre Party, 'cos it's a *name*. The US has a Department Of Defense not a Department Of Defence. IT'S. A. NAME.

From The Times & Glasgow Herald the net changes at the English, Welsh & London borough elections 1945-72:- The accuracy of these figures is debatable. The two main parties always submitted their own claims.
