Is it too late to hold a double election in May? No. Latest date for that would be Tuesday next week. Is it normal then to issue a notice of a casual vacancy in this kind of situation? Do they still need to get two voters requesting it and so on?

It's perfectly normal. The local authority is required to give public notice of any vacancy among its members (s. 87 (2), Local Government Act 1972).

Vacancy in Cosham Ward, Portsmouth City Council after the disqualification of Jim Fleming (Ind, elected as Con, Cosham) due to non-attendance. Term ends 2020.
This is the first non-six month rule vacancy in Portsmouth since the end of 2007.

I've just heard that Austin Hicks, Lib Dem councillor for Brockhurst ward on Gosport Borough Council, died yesterday. Aussie was a lovely guy who I first met in the 70s when he was in the Young Liberals in Salisbury. Very sad news.

I've just heard that Austin Hicks, Lib Dem councillor for Brockhurst ward on Gosport Borough Council, died yesterday. Aussie was a lovely guy who I first met in the 70s when he was in the Young Liberals in Salisbury. Very sad news. I know it gets said a lot, but he was the loveliest guy you could ever hope to meet. He had a condition, genetic I think, which progressively destroyed his lung function. Last time I saw him he had one of those oxygen backpack gadgets. I think he'd been reluctant to stand again, but he found it hard to say no to people.

It's possible - I know he told me once, but I can't remember. He certainly outlived his prognosis, and also had two children, despite being told it wasn't possible.

The three councillors there are the leader of the council, the chief whip, and a cabinet member. i was mildly curious about why there have been two by-elections in the same ward only two months apart, but a brief search did not find the cause of the first vacancy. Which one resigned first?

Which one resigned first? Jane Edbrooke resigned to take up a politically restricted post with The Big Lottery Fund; she announced her resignation in a Medium blog in December last year. Lib Peck announced her resignation almost a month later.
