I understand Cllr Joyce Melican (Lib Dem) has resigned her seat on LB Sutton Council. By-election in Wallington North on 28th March.

There are 3 by-elections during the second half of February, 10 now in March and 1 already in April. This brings the year to date total ahead of the 2019 May elections to 24, of which 20 are in England and 2 in both Scotland and Wales.
There are in addition 7 identified vacancies where the date of the forthcoming election is not yet known, although * 3 of these have elections in the same ward in May and could well then see a "double" election whilst * 3 are for County Councils Divisions where there are all out District elections in May when the by-elections could be held at the same time.
There is also an impending vacancy in a ward where a by-election was held last week.
The 12 previously identified vacancies arising before the "six month" rule became operable and which are to be contested in May will remain vacant until then.

The new councillor's term won't end in 3 weeks, otherwise that vacancy would have been covered under the 6 month rule and a double election would have been held in May.
