Looks like everyone except the most totally committed to their party piled in behind the Residents' Association in response to this.

Don't see how it's wierd. The county division includes all of Swanley (+Hextable), BUT that ward.

partly that but not so much - suggests that UKIP targeted the county seat which as Maxque says doesn't include this ward. More weird is the superior Labour and LD performances and the relatively poor Tory performance, given that the better Labour areas are in the county seat

The issue for Labour in the county seat in Hextable, which is far worse than any Swanley ward.

But is it so bad for an English person to quote great Welsh literature in translation? (assuming the quote is accurate?)
