It has been known to leave seats vacant for longer than that until a regular May election.

What's going on in St Helens and Welwyn-Hatfield? Seems an awfully long time to leave a seat vacant. Are there any statutory requirements here? I believe there are-council seats cannot be left vacant for longer than six months. For some reason this rule does not apply to Parliamentary seats left vacant for long periods, even though other countries sensibly have it.

For some reason this rule does not apply to Parliamentary seats left vacant for long periods, even though other countries sensibly have it. No, there's no such rule in England and Wales. There was a recent case in Wales where a seat was vacant for more than a year, although that was primarily due to legal action. The rules are different in Scotland, where the returning officer organises by-elections on his own initiative. In NI vacancies are co-opted. Sentelens has had a few cases in recent years of long gaps between vacancy and by-election, so maybe it's a local thing.

I think the Matthew Smith case has been coming up because Paul Nuttalls (of the UKIPs) has been going on about election fraud in Oldham, then admitting there wasn't any, and other people have been making reference to Matthew Smith as an example where there definitely was an election fraud and it was by a member of the UKIPs.

I've read elsewhere that there is going to be a by-election in the Hertford Heath ward (not part of Hertford town itself) of East Herts DC. Apparently the Tories have failed to put in their nomination papers, and the outgoing Tory councillor is backing the Labour candidate. Very usually for that area, apparently Labour is working it seriously. The real story is not quite so simple. According to the Hertfordshire Mercury the Tories have blundered by failing to describe their candidate as 'The Conservative Party candidate', leaving her with no description. The SOPN is here. The vacancy occurred after the Conservative councillor for the ward, Adrian McNeece, failed in his attempt to abolish prayers at EHDC meetings. He also resigned from the Conservative Party. As the by-election is to be held on 17th December, you've posted in (slightly) the wrong thread! The Labour Party should be realistic about their chances, finishing a rather poor fourth in the ward earlier in the year.

For an authority where Labour struggles to get any councillors elected at all, East Hertfordshire actually has quite an active campaigning local Labour Party.
But Hertford Heath isn't a ward that is demographically good for Labour.

For an authority where Labour struggles to get any councillors elected at all, East Hertfordshire actually has quite an active campaigning local Labour Party. But Hertford Heath isn't a ward that is demographically good for Labour. I suspect that the Tory independent will take it fairly easily provided the local party communicate the cock up well.
