Wealden DC, East Crowborough ward, after the death of Conservative councillor Peter Cowie on 2 November
Stockton UA, Parkfield & Oxbridge ward, after the resignation of Labour councillor David Rose (sometime in November) due to him starting a new job at the DWP - the by-election there has been called for 28 January

There are now 9 by-elections called for January and 8 already during February with a further 14 known vacancies, all in England, where there is as yet no date. It is probable that some of these will be left vacant until May when they will be filled by either "double" elections or following re-warding.
