He won it in 1998 in a single-member election at the ordinary council elections. In 1999 there was an all-out election with rewarding, and he came third so was elected for a single year term. In 2000 he retained his seat in a single-member election. That can't be right. 1999: all-up due to re-warding, 1st placed gets full 4-year term, 2nd placed gets 3-year term, 3rd placed gets 2-year term. |

Sam Asplin, LibDem cllr for the Whissendine ward of Rutland Unitary, has stood down for health reasons.
He won a by-election last year, aged 21, and massively increased his majority in May.
