Given the summary of the Richmondshire result above - is there any practical difference between Independent and "no description"?? Possibly, there used to be three sorts of Independents in North Yorkshire, there was one set organised as a group, genuine independents and what were referred to as the "Independent Fascist Farmers". Luckily the latter rarely got elected above parish level.

I still don't understand why the rules in England and Wales require people to request a by-election. In Scotland, it's automatic unless the six month rule applies and the RO sets the date within the window allowed by the election timetable.

It used I believe to be the case in Scotland too but they decided to let the council officers decide and gave them a lot of latitude, for good or for ill. I think it would probably be better with less latitude but perhaps with an automatic preclusion of 3 weeks at Christmas and perhaps a similar ban to match the local Fair Holiday and the following week.

I think people who consciously choose 'no description' could be hiding a whole host of secrets (a no disc candidate in a recent by election was an EDL organiser). All intents and purposes, there is no difference.
