It's certainly not usual conservative territory and would have expected it to be held by a larger margin by labour (even in the disaster year of 2008). Here is some background to the by-elections in the Atherstone Central and Atherstone North wards of Atherstone Town Council in the Borough of North Warwickshire.
Atherstone Town Council comprises 15 members elected from three wards – Atherstone Central (6), Atherstone North (6) and Atherstone South (3).
Atherstone Central and Atherstone North town wards are coterminous with the borough wards of the same name, whilst Atherstone South town ward is combined with Mancetter parish to form the borough ward of Atherstone South and Mancetter.
I do not have the results of the town council elections on 3 May 2007, but the entire town council was elected unopposed.
The council strengths were: Elections on 3 May 2007:
Elections on 5 May 2011: Con 10, Lab 2, Independent 1, Vacant 2 The entire town council was elected unopposed
Current make-up: Con 9, Lab 2, Independent 1, Co-opted 1, Vacant 2
The town mayor and vice-chairman are Conservative.
The result of the election in Atherstone Central on 5 May 2011 (6 seats) was: Con 4, Vacant 2 - unopposed

Here is some background to the by-election (2 seats) in the Treswithian ward of Camborne Town Council in the County of Cornwall.
Camborne Town Council comprises 18 members elected from five wards – Pendarves (4), Roskear (4), Trelowarren (4), Treslothan (3) and Treswithian (3).
The town wards are coterminous with the county electoral divisions of the same name.
The former Kerrier District Council conducted the town council election on 3 May 2007, with different warding arrangements. The town was divided into three wards, North, South and West, each returning six members. The old West town ward comprised most of the electors now in Treswithian ward, but also contained parts of Pendarves and Roskear town wards.
The South and West wards were coterminous with the district wards of the same name. The Camborne West ward more or less became the Camborne West electoral division for the first election of the unitary county council on 5 May 2011.
The council strengths were:
Elections on 3 May 2007: Lib Dem 9, Mebyon Kernow 5, Lab 2, Con 2
Elections on 2 May 2013: Lab 6, Mebyon Kernow 5, Con 4, Green Party 1, Independent 1, Vacant 1 Four town wards were uncontested, with one vacancy in Pendarves ward to be filled by co-option. In Trelowarren ward, the only contested town ward, there were just five candidates for the four seats. There were no Lib Dem candidates at all. Only four of the councilors elected in 2007 were re-elected to the new council in 2013.

The first by-election this week has been caused by the resignation of Jeff Collins (Con), because he was concerned with the lack of work from some members and a bit fed up. Jeff Collins had served as Lib Dem town councillor in Camborne West from 2007 to 2013 and was town mayor in 2011-12. He made an unreserved apology for his inappropriate comment concerning a former council member (a Lib Dem).
The second by-election has been caused by the resignation of Steve Richards (Lab), due to ill-health.
The five candidates are Lab, No Description, Con and 2 Mebyon Kernow.
The result in the Camborne West ward of Kerrier District Council (3 seats) on 3 May 2007 was: Mebyon Kernow 759/362, Lib Dem 618/427/401, Con 588/581/398, Lab 357, UKIP 260/212, Independent 127 Elected: Mebyon Kernow 1, Lib Dem 1, Con 1
