That's probably an attempt to tide over anyone who gets to the booth without having made up their minds (which I doubt is very many people in a local by-election); I can't imagine the BDP has a substantial war chest.

The party "British Democratic Party" was registered on 23 May 2011, leader Kevin Scott.

The registration also says:

My grandmother's ward, incidentally. Liz Kitchen is a slightly eccentric friend of hers and is a Horsham district councillor for Rusper & Colgate. She certainly lives near Rusper, but I've no idea where she's from originally.

It was a "bogus" member that was posting spam about buying kitchens in Aylesford . The banter went on long after they had been removed.

I have been looking at the Independent Group on the Teignbridge website. The Independents won 7 seats at the polls on 5 May 2011, but they are now listed as a group of 11.

Fernley Holmes was elected to Bovey ward as a Conservatuve, but he had a long history previously as an Independent. According to the website, he joined the Independent Group in December 2011 - and of course he has now resigned and retired, giving rise to the current by-election.

The Teignbridge website lists a further four Newton Abbot members in the Independent Group, who were elected under party banners:
Anne Fry and Mike Hocking, elected as Lib Dems in Bradley ward
Carol Bunday, elected as a Lib Dem in College ward and
Kelvyn Shantry, elected as a Conservative in College ward.

The website states that Kelvyn Shantry joined the Independent Group on 17 May 2013 - but provides no information about the three former Liberal Democrats, whose Council website blogs still show them as Liberal Democrats.

It is even more confusing on the Newton Abbot Town Council website, which shows Anne Fry and Kelvyn Shantry as Independents, but Mike Hocking and Carol Bunday still as Lib Dems. They were all elected to the town council in May 2011 under their party banners.

I can find no information about this on the internet. Does anyone know the story here?

Certainly Anne Fry had been a Lib Dem on Devon CC until shortly beore the May 2013 DCC elections, but stood, and was defeated as an Independent in those elections. The Tory candidate was elected.

The number of first preference votes in the Dunfermline South ward of Fife on 3 May 2012 was:
