Benjamin Franks (Con) stood in Wish, Jamie Gillespie (Ind) in Hangleton and Knoll, David Maples (TUSC) in Brunswick & Adelaide and Georgia Mckinley-Fitch as an Independent in Wish. This ward was actually unchanged in the boundary changes and has been Labour solidly since 2011 (The Conservatives won a seat in 2007), with the resigning councillor having been there constantly since 2003 at least. Jamie Gillespie has previously contested this ward for both Conservatives and UKIP, whilst Ken Rist (LD) has stood here in every election since 2007.

Goodness me, that Tendring one is going to be a fun prediction competition. Typical Tendring mind you. Clacton isn't known for its council estates, but the biggest one is here. And Labour's victory in 2023 was the first in Clacton for many years.

In which context he was known to my mother, who was head of the local primary at the time. She didn't have a high opinion of many of Clacton's local councillors, but she had a particularly low opinion of his character. Prior to being a Conservative councillor, Chittock was elected as UKIP councillor for Bockings Elm (a minority of which went into Bluehouse) in 2015. Pemberton was UKIP councillor for Peter Bruff 2015-2019, although I don't think that ward had any overlap with Bluehouse. Alex Porter was elected for UKIP in Alton Park in 2015 and Coppins in 2019. I've probably missed somebody else's UKIP phase. Whilst there is a decent amount of council housing here (much of it very poorly maintained) there's also a fair amount of bungalows and a little bit of newish edge-of-town housing. Not the poorest ward in town (even excluding Jaywick) but certainly not the best off. Slightly more balanced age pyramid than you'd expect for Clacton.

In addition to all the above:
Chittock stood in Golf Green (2011) as Con and missed out on a seat by two votes, in St Mary's (2007) as Con and missed out on a seat by 19 votes
Mayzes stood in ECC Tendring Rural East (2021) as Ind and came sixth.
Pemberton stood in ECC Clacton North (2021) as Reform UK and came sixth, and (2017) as UKIP and came third.
Silver stood in St John's (2019) as LD and came last.

Peter Dickenson's comments that his role is only part-time and did not give access to the council's IT system are not relevant. The issue is whether he "holds any paid office or employment ... appointments to which are or may be made or confirmed by the local authority or any committee or sub-committee of the authority". There are several precedents for part-time school staff in maintained schools being disqualified; assuming that's the case here, he would be unable to take up his seat even if he wins the election. The police inquiry is somewhat harsh; the offence being looked at is presumably that of falsely signing a declaration that he knew no reason why he was disqualified, so his ignorance of the law is a factor (plus the fact that he stood in previous elections).

Wow. That suggests some serial incompetence/ignorance from Weymouth Conservatives - I remember the position about paid employment being made crystal clear to me when I was first talking about standing for Council. Sympathy for the candidate himself though who's clearly been blind-sided by this.
Sounds like the least messy way for this to be resolved is for Labour/LDs to mention this in every leaflet and that a Tory win would mean a re-run. They can then duke it out and it won't need a formal petition.

Goodness me, that Tendring one is going to be a fun prediction competition. It could be a rather positive indicator of the state of local democracy in this particular part of the world. Many see voting in council elections as increasingly pointless and there's a struggle to find candidates. But here there's clearly enthusiasm and a belief that being a councillor can make a difference (or there are some personal feuds being played out in public..!)

It happened with Diane Leek in Sheffield in 1992. She worked as a school dinner lady, employed by an outsourced catering provider. Her employer had repeatedly told all the staff "You do ***NOT*** work for the council, you work for us". So, naturally, Diane saw no impediment to standing for election. After winning, the losing candidate put in a complaint and it was ruled that the outsourced catering company's contract was "appointed and/or confirmed by the local authority", which meant that their employees were "appointed and/or confirmed by the local authority", which caused a disqualification. Diane immediatley resigned, stood again, and her majority went up from 184 to 1092. From the numbers it's clear the increased majority was from converting non-voters, all the other candidates' votes stayed near the same. link

Evidently they won one of the seats in 1983 - I hadn't known (or had forgotten) this. I thought maybe they would have won on the back of the relatively strong* 1973 by-election result, but of course the by-election came after the local elections that year and they had already faded by 1976. No sign of the gentleman you mentioned. *but thankfully not strong enough to inflict the execrable Des Wilson on the House of Commons

I had thought that they won the ward more recently than that but of course it's possible my memory is playing tricks on me. I remember them collapsing about 6 years after that & Labour taking over

Re the issue over the eligibility of the Conservative candidate in Dorset (Littlemoor and Preston), it seems to me that calling in the police is an over-reaction to an "innocent mistake". I don't think the police were called when a Labour candidate got into precisely the same situation.
I use the phrase advisedly, because this is how Leanne Kennedy (Lab) explained the mirror image situation, when she was elected in Dawdon division of Durham County Council in the May 2017 elections. She was employed in a council-run school. On understanding the legal position, she resigned immediately, saying "I was elected to Durham County Council in the recent elections, but am an employee of the local authority. This was an innocent mistake and I have now resigned my seat. I regret the inconvenience this will cause".
The Seaham Community Party, which came a close second (102 votes behind), demanded they automatically take the vacant seat. The Returning Officer, however, called a by-election.
Leanne Kennedy resigned from her employment, stood again for Labour in the by-election on 29 June 2017 and was duly elected, with a majority of 60 over the Seaham Community Party.
A similar situation arose, when David Craggs (Con) won the River ward by-election on Medway Council on 12 August 2010, with a majority of 73 over Labour. He was a special constable in the Kent Police Force, having been a volunteer police officer for 17 years. He resigned 13 days after being elected, on being told by Kent Police that his political appointment was a conflict of interest.
His Conservative colleagues said his resignation was unnecessary and cited three serving MPs who were special constables. "This means that another election may need to be held, because Kent Police got the law wrong". A Kent Police spokesman said, "It is very important that policing is politically impartial and seen to be impartial, and we are pleased that Mr Craggs will now be able to continue to serve the community in his role as a special constable".
Another by-election was held on 21 October 2010, resulting in a Labour gain by 64 votes.
