I believe it is a comical remark about the low level of electoral turnout in parts of Skelmersdale, m'lord. Oh. I assumed that Crimson King was referring to some sort of local referendum or by-election which we didn’t know about. I didn’t realise that he was stupid enough to think that they are called “ballots”. It is of course entirely realistic that there will be a turnout of only 3 votes in the by-election. They are called ballots.

Finally started to get some leaflets here in West Lancs to at least give the impression of an election campaign. No door canvassing by anyone btw.
So far its been a generic Lab leaflet prior to the by-election being called in Dec.
Jan was one each from the Lab and Con candidates.
Tuesday last week was the Lib Dem & Con election communications.
Friday was the Refuk election communication, personalised letter from the Lab candidate and a Con Intouch newspaper style leaflet.
This Tuesday we had the Lab election communication and a Lab leaflet through the letter box.
Not seen posters in any windows, nor any campaign events by any party.

Higher, but not by much. I predict a turnout of 30-35%.

Have I tuned in to an episode of Play Your Cards Right?
Anyway, here's a Labour leaflet from the campaign to keep you engaged in the snoozefest!

Being familiar with Huddersfield/Kirklees, every time I see the bold Dalton I keep thinking there’s a by-election (and it would be an equally dull one as this) in Huddersfield’s Dalton ward.

I'm not sure here is anything about that artwork which would encourage a reluctant/ unenthused voter to take the trouble to find their polling station. Indeed, I come away with the feeling it's all going to be too much trouble.

My mum just voted for me by proxy in Ormskirk. Pretty quiet, she said.

Voted in one of the larger polling station areas today, the polling clerks said it was very quiet, roughly one person every 15 mins.
The box also looked rather empty when I dropped my ballot in so I think we are looking at a lower turnout.

Indeed. As in 'spoiled ballots', for instance. You mean "spoiled votes", or cases in which the voter has "spoiled his/her ballot paper". Not "spoiled his/her ballot".

Do you need photo ID to vote in person for this by-election?
EDIT: Should have Googled first:

Americans call them "ballots". Civilised countries call them "votes", which are cast on "ballot papers". The Electoral Commission calls them ballots. Legislation refers to them as ballots.
