So if I understand it correctly, the government programme is basically just the NCP manifesto with most of the Finns and the SPP's demands cancelling each other out? I do wonder what the Finns electorate will make of that.

I do wonder what the Finns electorate will make of that. That's a little simplistic, but it's very economically right wing and, especially, anti-trade unions by Nordic standards and it's been called the most right wing program ever for a post-war Finnish government by political commentators. It's also somewhat contradictory on immigration and things like emphasizing the value of exercise and physical fitness for public health but increasing the VAT on gyms and fitness centers. There's clearly been a number of unpalatable compromises and some attempts to disguise them rhetorically. Generally it's the Finns' immigration policy with a few concessions and some lip service to labour migration, but as one pundit put it "the overall message is don't come here". The document is record long, 240 pages, and extremely detailed which is viewed as a sign the parties don't trust each other.

Would Finland have been able to survive and become the country it is today without Kekkonen's dictatorship of the centre? These are the questions I'm forced to ponder at 2am instead of going to bed... One of the most interesting and overlooked characters of the Cold War period.
