I think he might have been an ex Councillor, he’s down as being elected in 2012, the next elections are listed as 2015 when he didn’t appear to stand, and then they go to the combined authority elections in 2018 (presumably when Dan Jarvis was elected Mayor), when again he didn’t stand, but apart from by-elections there are no whole council elections listed from 2015-18. (He was a Labour councillor BTW)

I despair at local council websites; if you click on “past election results” on Barnsley it skips 2016 altogether.

In England. Wales and Scotland have their own regulations.

Councillor Alan Wassell, Labour member for Normanton on Wakefield Council, has sadly died after a long illness. His seat was due up this year but defered until May 2021. He was also a town councillor for 33 years.

^ Kevin Woodbridge represented the North Isles ward of Orkney. Mike Bryan represented the South West Holderness ward of East Riding district. Jeanette Halliday was an Abingdon town councillor only.

Many town/parish councillors have recently died or resigned but these can be coopted I believe. Some of the deceased district councillors were also town councillors.
Can someone do an up to date list? Will be rather a long one.

Many town/parish councillors have recently died or resigned but these can be coopted I believe. Some of the deceased district councillors were also town councillors. Can someone do an up to date list? Will be rather a long one. Specifically, if a by election is not requested by 10 electors within 14 working days of the notice of vacancy, the council may co-opt. While potentially difficult with social distancing, a request could be achieved by ten people seperately sending in requests and coordinating this by email or phone. It will be a rarity, but particularly on partisanly organised town councils it might occasionally be seen as desirable to prevent co-option. Once a by election is requested, it will have to be held when this is permitted unless there is an intervening election. As for a list, a tall order but I will start you off by giving you the link for Dorset Council's parish vacancies page www.dorsetcouncil.gov.uk/councillors-committees-elections/elections-and-voting/casual-vacancies/casual-vacancies.aspx
