Penkhull ward. Hartshill is part of Hartshill & Basford ward; I know this having lived there whilst studying my master's at Keele. I realised I was wrong and edited it; it was Hartshill and Penkhull prior to the last boundary changes and my brain still harks back to those halcyon days of 20 three member Wards instead of the stupid hotchpotch we’re stuck with today. The current arrangement makes more sense.
