Given that the picture of him on Waltham Forest’s website shows him on a mobility scooter, even if COVID-19 played a part in his death there were clearly underlying health issues. And, for the record london(ex)tory some of us are taking this bloody seriously; my mum is 88, diabetic, reduced kidney function and post heart attack. I have reduced lung function that means I’m already reliant on a ventilator and oxygen. We cannot completely self isolate because we are reliant on three adult social care calls per day. My medic cousin had to be tested on Monday having been in contact with his husband’s grandfather who has returned a positive test (fortunately my cousin and his husband were negative so from today he’s back on A&E at St James Hospital in Leeds). So I’m not just taking it seriously, I’m shit scared.

As it happens I am in close contact with one of Cllr Walker's ward colleagues and yes as Tim Mullen alluded to he wasn't in the best of health to begin with, but it was certainly coronavirus that finished him off.

I think what everyone means here, although they may have a funny way of putting it, is that Cllr. Walker has sadly passed away, and our best wishes go to his loved ones at this sad time. He was one of many men and women in this Country, who, whatever their politics, do not sit on their sofa ranting about the " bloody Council ", but actually cared enough to get off his arse, got involved and stood as a Candidate, got elected, and tried and improve his area, despite his health issues. This goes for the vast majority of Candidates of all political stripes from the Brexit party, through to the Socialist Workers, and everything in between !

Well said. The lack of byelections for maybe over a year, with no opportunities for prediction fun and bragging rights for good results, seems to be leading to a new sport of which team can clock up the most CV19 councillor deaths.

I have Bexley, Longlands on my list as well but it appears that Gareth Bacon MP is still listed as a councillor. He was reported as intending to resign from the council.

Some of these vacancies may have been up for election in May. Does this still apply?
Also I don't know what councils are doing but I believe councillors have to attend a meeting (committee or main) at least once every six months with limited meetings it is possible that this might prove difficult for some depending how long it is since their last meeting and we don't want to encourage people coming into unnecessary meetings. Has this provision been relaxed at all?

The Coronavirus Act has not amended the 'six month rule' (s. 89(3) of the Local Government Act 1972), but has extended the terms of all office-holders which were due to expire in May 2020. So all those vacancies which were previously caught by the 'six month rule' are no longer so caught, because it turns out they didn't occur within six months of the end of the term after all. When the Secretary of State allows elections to resume, byelections could be called. However it would seem to be within the scope of the Secretary of State to make regulations under s. 63(2) of the Coronavirus Act providing that these vacancies should not be filled. The attendance provisions (s. 85 of the 1972 Act) have also been left untouched, but councils already have the power under s. 85(1) to authorise the absence of members.

It's an absurd situation...
