I like the fact that, to illustrate a by-election in a busy urban town centre, they've gone for a picture taken from the depths of the Lakes. You won't find much nice scenery in the heart of Whitehaven! Have you actually been there? The old town centre has a definite charm, and it undoubtedly compares favourably with certain other places nearby.

I have been there (though only once), and I did appreciate the architecture and general feel of the place. Being from Newcastle probably makes me less impressed by Georgian architecture than I should be (since I'm so used to it), but I'd say it was my favourite town centre in Cumbria (Carlisle comes close, and I've never been to Barrow or Kendal). However, it's a very different kettle of fish to Crummock Water.

And presumably the postponement of local by-elections (with the May 2020 local elections already postponed) comes into effect tomorrow.

It doesn't come into effect until the law is changed, and that has not happened. The emergency legislation has not yet been introduced.

Does that apply to every single council in the country (i.e even community councils here in Wales) and if so, have they agreed what happens in the event of vacancies there?

There are loads of parish meetings booked for April, May and June and I believe this is a legal obligation. Is this being lifted?

There are loads of parish meetings booked for April, May and June and I believe this is a legal obligation. Is this being lifted? We've cancelled all but Planning, and that is going ahead with the minimum four members in The Large Meeting Room, with members and clerk discussing items beforehand via email, then the delgated attenders (all under 60) nodding them through. We've pencilled in an Emergency Council in next week to delegate lots of stuff to Clerk+Chair, and pending the Emergency Act relaxing the rules, we've pencilled moving our AGM to the last possible day, 29th May. There's already been granted a six month extension on audits and signing off finances.

They are jumping the gun legally, but quite clear what the steer from MHCLG is.

The postponement of elections, referendums, recall petitions and canvass is covered by sections 57 to 66 of the Coronavirus Bill. Section 58 appears to refer specifically to local by-elections. publications.parliament.uk/pa/bills/cbill/58-01/0122/cbill_2019-20210122_en_1.htmSection 58 states that the Secretary of State may by Regulation (Statutory Instrument) specify the date of a relevant election or the period within which it should be held, up to 6 May 2021. Relevant elections are where the date of poll falls on a date up to 6 May 2021. It would appear therefore that the Secretary of State only has the power to specify election dates in respect of by-elections, which have already been called via the proper officer/returning officer. Have I interpreted this correctly?

Have I interpreted this correctly? I think it would also apply to vacancies covered by the six month rule (and if I'm reading it right, the six month rule no longer applies to any current vacancies).
There is no provision at all for the by-elections which were cancelled last week. The bill as it stands would mean those cancellations remain illegal.

Tom Copley has not been known to borrow anyone's grey mare, so far as I have heard anyway.
