I suspect an opposition party may have jumped in and called the Glyndon byelection as soon as they could, in order to capitalise on the notoriety of the outgoing councillor, and because a byelection at the same time as the GLA elections would minimise the chance of any special message getting through to that ward in particular.

The Council Leader jumped in according to his Twitter account.

My old friend, George Allison, Labour Councillor for Byker ward, Newcastle City Council, has died. I met him regularly at various golf events in recent years. He was a former captain of Ryton Golf Club, Clara Vale. His golf interest is totally absent from all the obituaries!

Oh yes, given the by-election result in October 2019 this doesn't bode well for Labour. (https://democracy.gravesham.gov.uk/mgElectionAreaResults.aspx?ID=129&RPID=16312395) With the vacancy here Council make up must be: 22 Labour 19 Conservatives 2 Independents 1 vacancy So could be in Mayor's casting vote territory depending on the result but it won't change control of the Council?

There's no indication so far that by-elections that have already been called are being suspended. But it seems incredibly likely that no new by-elections will be called now, even if the legislation cancelling local elections doesn't specifically mention by-elections.

SOPN published for Glyndon (Greenwich) on April 9th.
4 candidates - Conservative, Green, Labour, Lib Dem.
The Green candidate stood for the same ward at the last local election in 2018. The Lib Dem stood as a Lib Dem in the previous 2016 by-election and for the Plumstead Party in 2018. The Labour candidate was Deputy Opposition Leader of neighbouring Bexley until standing down in 2014. No idea about the Conservative candidate.

I like the fact that, to illustrate a by-election in a busy urban town centre, they've gone for a picture taken from the depths of the Lakes. You won't find much nice scenery in the heart of Whitehaven!

During the Second World War, emergency legislation was passed to cancel all local government by-elections. Local councils were given the power to co-opt. Quite a lot of casual vacancies arose, because a significant number of councillors were called up into military service.
Many of the local councillors were non-political. Party affiliations were informal, because electoral law at that time did not allow political party affiliations on the ballot paper. In many cases there was an understanding that the party previously holding the vacant seat would make the nomination for a vacant seat. These understandings did not always hold and there were disagreements where the council co-opted someone, who was not deemed to have a similar affiliation as the outgoing councillor.
