A couple more double vacancies
Bolton (Bromley Cross) Basildon (Pitsea South East).
It appears that the Hollinwood by-election in Oldham has not been called for 3 May - so there is no double vacancy here.

I have managed to fight my way past customer services this morning and speak to someone in the Wolverhampton Elections Office.
They have confirmed that there will be a double vacancy in Graiseley on 3 May.

I have managed to get through to Burnley Council and there appears to be no casual vacancy in Queensgate; the website does however say Mohammed Ishtiaq's term of office was 07 / 05 / 2015 to 21 / 02 / 2018.

The is no vacancy in Wyre, Breck even though it was reported Peter Gibson, Conservative sitting as Independent, had resigned back in early January. The phone system at Lancaster Council is down / playing up and I cannot get through to the Elections Office to ascertain the status of the three vacancies.

No, his term is until 2019 and I am told he did not resign in February. I think they’re right (!) as he’s still listed on the councillors page, and on his Twitter describes him as Councillor for Queensgate Ward and shows him out canvassing with the candidate for the Ward.

Other by-elections scraped off various NOEs: Reading - Church Reading - Katesgrove Reading - Kentwood Reading has in the past held double vacancy elections on separate ballot papers, one for the full term and one for the by-election. It remains to be seen whether they'll do that this time.

Andrew, based on the Notices of Election, it looks as if Reading will be conducting its elections in the normal way this time, but Milton Keynes might be holding a separate election for the second vacancy in Newport Pagnell South.

Andrew, based on the Notices of Election, it looks as if Reading will be conducting its elections in the normal way this time, but Milton Keynes might be holding a separate election for the second vacancy in Newport Pagnell South. I came to say this but you are ahead of me - double election as Derek Eastman has resigned, leaving the area.

I notice that MK has issued separate notices of election, for the thirds council election and for the byelection. Each of them state the number of councillors to be elected in Newport Pagnell South Ward as "One". I have never heard of having 2 ballot papers for 1 ordinary election and 1 by election for the same ward on the same day. Does electoral law give councils the scope to run such elections either way?

Reading did it like that recently, but it does seem to be a bit of a lacuna in the law that it isn't explicitly required. The governing law is s. 89 of the Local Government Act 1972 which in subsection 5 states: "Where an election to fill one or more casual vacancies in the office of councillor of any such district is combined with an ordinary election of councillors ...". And subsection 4 makes provision in cases "Where more than one casual vacancy in the office of councillor of a district in which councillors are elected by thirds is filled at the same election". But there is no statement that says that a Returning Officer must do it that way and may not hold a separate byelection and full term election on separate ballots.
