There now appears to be 53 54 by-elections on 3 May 2018 (14 single seat contests and 40 "double" elections) although the "double" vacancy in Great Yarmouth BC, Central & Northgate is yet to be confirmed.

I think the final tally is 54 by-elections.
You have omitted Wolverhampton (Oxley) from your list - seat of Ian Claymore (Lab).
Great Yarmouth have published a separate NOE for each ward. If you scroll down to Central and Northgate, you will see that there are two vacancies listed.

Welwyn & Hatfield BC, Welwyn Green & Hatfield South should read: Welwyn-Hatfield BC, Welham Green & Hatfield South

I do a bit of help for the Democracy Club people, who have had a report of a by-election to Hampshire county council on 3rd May from Emsworth and St Faith's division. We can't verify this. Is there anybody local who knows more ( Khunanup ?)

County councillor Ray Bolton still listed on Hampshire County Council website.

It appears that the Hollinwood by-election in Oldham has not been called for 3 May - so there is no double vacancy here. Hollinwood does have a by-election after all: www.oldham.gov.uk/downloads/download/936/election_noticesThere is a separate NOE, but all the candidates are on a single SOPN (2 Con, 2 Lab, 2 LD)

As there are not that many standalone elections this May, I've put together some stuff for the ones in councils without other elections this May:
TORRIDGE DC, Bideford East, UKIP died Candidates: BRENTON, Anne (Labour) DAVIES, Pauline, (No Desc) DE FREYNE-MARTIN, Gregory (Green) GUBB, Jude (Independent) HELLYER, James Robert (Conservative) MCKENZIE, Jamie Andrew (Liberal Democrat)
2015: Con 1378; UKIP 935, 844; Lab 709; Ind 569; Grn 561 2014 by: Ind 295; Con 150; Lab 140; Ind 106; LD 39; Ind 17 2011: Con 609, 553; Ind 445, 288, 184; LD 379; UKIP 365 2007: Ind 678, 512, 225; LD 613, 245, 244; UKIP 173, 171, 115; Lab 152, 86 2003: Comm All 653, 516, 461; Ind 482; LD 293, 284, 161; Lab 158, 144, 87
The top Community Alliance candidate from 2003 was the second independent in 2007, holding his seat in 2011 (although it was his seat that was contested in the by-election). The No description candidate this time was the second Conservative elected in 2011 and the unsuccessful indy in 2015. The Labour candidate previously stood in 2003 and 2007.
HERTFORDSHIRE CC, St Albans North, (Lib Dem resigned) Candidates: GAYGUSUZ, Salih (Conservative) GROVER, Simon, Jonathan (Green) MILLS, Roma (Labour) YOUNG, Karen (Liberal Democrats)
2017: LD 1675; Lab 1604; Con 1239; Grn 147; UKIP 76
Not sure how extensive the boundary changes were but the old St Albans North ward was a Labour gain from Lib Dem in 2013. Roma Mills was the successful candidate then and unsuccessful one on 2017. The Conservative previously stood for them in 2009 and 2013. The Green candidate is sitting councillor for St Peters ward on St Albans council, which I think is in the Central rather than North division at county level.
WARWICKSHIRE CC, Leamington Willes (Labour resigned) Candidates: ADKINS, Helen Elizabeth (Labour) BEGG, George Henry Christopher (Liberal Democrat) CALDER, Stacey Jacqueline (Conservative) LUCKHURST, Martin (Green)
2017: Lab 1244; Grn 940; Con 430; LD 95 Boundary changes enlarged the ward in 2017, the earlier results are: 2013: Lab 993, Con 420, Grn 207, LD 96 2009: Lab 901, Con 727, Grn 338, LD 312 2005: Lab, 1767, Con 728, LD 659, Grn 399
Green candidate also stood last year.
CHESHIRE WEST & CHESTER UA, Ellesmere Port Town (Labour died) Candidates: EDWARDSON, Mike (Labour) GRIFFITHS, Robert Douglas (Conservative) ROBERTS, Matthew Joseph ( Green)
2015: Lab 2386, 2134; UKIP 802; Con 403, 395; Grn 307, 195 Oct 2011 by: Lab 686; Con 102; SLP 65; UKIP 64; LD 41 2011: Lab 1522, 1212; Con 258, 226; LD 129
WEYMOUTH & PORTLAND BC, Weymouth West (Con sitting as independent resigned) Candidates: GRAVES, Val (Green) GREENHALF, David Joseph (Labour) NICKINSON, Richard Douglas (Conservative)
2016: Lab 644; Con 545; Grn 289 2015: Con 1231; Lab 934; Grn 624 2014: Con 541; Lab 536; Grn 504 2012: Lab 656; Con 481; Grn 180; LD 75 2011: Con 766; Lab 734; LD 263 2010: Con 1143; Lab 956; LD 733 2007: Con 680; Lab 614; LD 234; Ind 148 2006: Con 674; Lab 511; LD 505 2004: Lab 672, 659, 585; Con 584, 562; LD 527, 428, 387; UKIP 505
The Conservative councillor elected in 2014 defected to the Greens before turning independent and then resigning. The seat would have been up for election this May in any case if elections in Weymouth & Portland hadn’t been cancelled.
SWALE BC; Sheppey East (Conservative resigned) Candidates: NISSANGA, Sunny (UKIP) SMITH, Gill (Labour) TAYLOR, Lynd Ernest (Conservative) WILSON, Marc Justin (Liberal Democrats)
2015: UKIP 1089; Con 815, 680; Lab 336, 273; Ind 205
The successful UKIP candidate in 2015 was Padmini Nissanga, so I’d assume the candidate this time is a relation.
SOUTH HOLLAND DC, Donington, Quadring & Gosberton (Conservative died). Candidates: CORNWELL, Terri (Independent) OAKMAN, Neil Andrew (Liberal Democrat) THOMAS, Jennie Mary (Labour) WRAY, Sue (Conservative)
2015: Con 2268, 1657, 1043; Ind 1677 2011: Con 1219, 1111, 937; Ind 1027 2007: 3 Con unopposed
The Independent and Conservative are from Donington, the Lib Dem from Gosberton and the Labour candidate from outside the ward (Holbeach)
ST EDMUNDSBURY BC, Haverhill North (Conservative Resigned) Candidates: JERRAM, Martin (Labour) LORD, Peter Ian (Liberal Democrat) MCMANUS, Elaine Margaret (Conservative)
May 2016by: UKIP 563, Lab 460, Con 409, LD 78 (UKIP gain from Con) 2015: Con 1257, 1095, 980; UKIP 1155, 776; Lab 806, 728, 657 2011: Con 857, 825, 771; Lab 654, 600; LD 375 Mar 2008by: Con 426, Lab 255; UKIP 62 2007: Con 687, 683, 646; Lab 404, 395, 359; LD 162 2003: Lab 859, 717, 689; Con 668, 649, 599
One John McManus (presumably a relation) was Conservative councillor from 2007 until losing his seat to UKIP in 2015.
ST EDMUNDSBURY BC, Haverhill East (Conservative Resigned) Candidates: O’SUILLEABHAN, Saoirse Aine (Liberal Democrat) PILLEY, Robin Michael (Conservative) SMITH, David Malcolm (Labour)
2015: UKIP 1135, 892; Con 978, 764, 754; Lab 800, 757, 724 Jan 2014by: UKIP 529, Lab 240, Con 157,LD 54 2011: Con 834, 664, 662; Lab 648, 636; LD 260, 188 2007: Con 637, 581, 507; Lab 327, 317; LD 228, 223, 198; Grn 192 Jun 2004 by: Con 520; St Edmundsbury Alliance 376; Lab 363; LD 189 2003: Lab 639, 603, 601; Con 597, 586, 525
LEICESTERSHIRE CC, Stoney Stanton & Croft (Conservative died) Candidates: COX, Nick (Green) EMMETT, Christina (Labour) FINDLAY, Danny John (Liberal Democrat) WRIGHT, Maggie (Conservative)
2017: Con 2137, Lab 507, LD 275
BRAINTREE DC, Hatfield Peveral & Terling (Conservative Resigned) Candidates: BARKER, Jonathan David (Green) BARLOW, Lucy (Labour) COLERIDGE, James William (Conservative)
2015: Con 1801, 1448; UKIP 859, 528; Lab 440, 312; Grn 339; Ind 289
The Green candidate also stood in 2015.
BRAINTREE DC, Bocking North (Conservative Resigned) Candidates: COWIE,Sam (UKIP) EVERARD, Tony (Labour) HOLMES, Dawn Allison (Green) WALLACE, Dean Terry (Conservative)
2015: Con 1093, 663; Lab 927, 842; UKIP 753; Grn 223.
Labour and Green candidates both stood in 2015.
AYLESBURY VALE DC, Quainton, (Conservative died) Candidates: LOVATT, Deborah Jane (Green) MYATT, Maxine (Labour) RAVEN, Scott (Liberal Democrat) WALKER, Steven (Conservative)
2015: Con 1023; Ind 432; UKIP 418

The Green candidate is sitting councillor for St Peters ward on St Albans council, which I think is in the Central rather than North division at county level. The boundary changes removed about 600 voters out of a total of around 10,700 so not hugely significant, but the area removed holds some of the wealthiest bits of St Albans so as much as they make a difference they are helpful to Labour. Roma Mills is also the sitting councillor for Batchwood ward which forms the Western half of this division and Salih Gaygusuz is a councillor for Marshalswick South which forms the eastern half (though minus the easternmost tenth of the ward). Both of these have a sizeable personal vote in their respective wards

WEYMOUTH & PORTLAND BC, Weymouth West (Con sitting as independent resigned) Candidates: GRAVES, Val (Green) GREENHALF, David Joseph (Labour) NICKINSON, Richard Douglas (Conservative) 2016: Lab 644; Con 545; Grn 289 2015: Con 1231; Lab 934; Grn 624 2014: Con 541; Lab 536; Grn 504 2012: Lab 656; Con 481; Grn 180; LD 75 2011: Con 766; Lab 734; LD 263 2010: Con 1143; Lab 956; LD 733 2007: Con 680; Lab 614; LD 234; Ind 148 2006: Con 674; Lab 511; LD 505 2004: Lab 672, 659, 585; Con 584, 562; LD 527, 428, 387; UKIP 505 The Conservative councillor elected in 2014 defected to the Greens before turning independent and then resigning. The seat would have been up for election this May in any case if elections in Weymouth & Portland hadn’t been cancelled. I'm reasonably certain that she didn't ever leave the Greens and go independent. Also probably worth mentioning that she resigned due to taking a paid position under the council - manager of the town's business improvement district.

Also probably worth mentioning that she resigned due to taking a paid position under the council - manager of the town's business improvement district. You may well be right - I'm sure I remember reading somewhere that she had, but can't find it now so maybe my mind is playing tricks on me.

HERTFORDSHIRE CC, St Albans North, (Lib Dem resigned) Candidates: GAYGUSUZ, Salih (Conservative) GROVER, Simon, Jonathan (Green) MILLS, Roma (Labour) YOUNG, Karen (Liberal Democrats) 2017: LD 1675; Lab 1604; Con 1239; Grn 147; UKIP 76 Not sure how extensive the boundary changes were but the old St Albans North ward was a Labour gain from Lib Dem in 2013. Roma Mills was the successful candidate then and unsuccessful one on 2017. The Conservative previously stood for them in 2009 and 2013. The Green candidate is sitting councillor for St Peters ward on St Albans council, which I think is in the Central rather than North division at county level. Both of these have a sizeable personal vote in their respective wards I thought you'd have considerably more local knowledge about this one
