Why would the leader of a borough council, with some decision-making power in local affairs, want to a member of a toothless body like the Greater London Assembly which has no decision-making power at all but is just a talking shop that nobody listens into? Incidentally, what happens when an Assembly member resigns or dies? Is there a by-election or are they replaced by the next person on the party list? And does he have to resign from Richmond LBC?

Only if he wants to. cf Susan Hall, LB Harrow councillor for Hatch End ward and GLA member.

As Colin says below - there's no double hatting rule. In fact one of Roberts predecessors as SW London GLA member, Tony Arbour was deputy leader of Richmond Council and was criticised for claiming cast amounts of public money as a result by - ahem - Gareth Roberts and the Lib Dems.

From what I remember before London Assembly members remaining as councillors isn’t that uncommon as relatively speaking it’s not a huge workload

Don't think I'm breaking any confidences to say that James Small-Edwards is not giving up his seat on Westminster City Council after being elected to the London Assembly.
