The by-election in Llanelli (Tyisha) was caused by the resignation of Debbie Nicholas, who was elected for Labour in May 2022.
After six weeks she became an Independent claiming that she was being given "cold shoulder" by fellow Labour party members on the council. In December 2022, she joined Plaid Cymru.
So, technically, this is a Lab gain from PC.

Back in May 2022, Llantwit Fardre community ward elected 2 Conservatives and 2 Labour.
The by-election was caused by the resignation of Rab McCracken (Lab), so it is a Con gain from Lab, but with a significant Con majority.

If he was unable to attend (as opposed to couldn't be bothered to attend) he could have applied for a dispensation under Sn 85 of the LGA. Which the Council might or might not have chosen to approve. (I'm quoting the English rules but I would expect it to be broadly similar in Wales)
