These are not by-elections as such, but Ribble Valley DC have issued a Notice of Election for various parish wards to be held on 22 June. Additionally, notices of several uncontested elections have been issued. I don't understand the timings for these elections, the only explanation I can think of is that an attempt is being made to fill vacancies due to "under-nomination" for 4 May. www.ribblevalley.gov.uk/parish-elections-june-2023/parish-elections-june-2023-1Yes - they'll be for parishes that were inquorate after the elections on 4 May. Not uncommon, although I haven't yet noticed an occasion when a political party has used the opportunity to stand a candidate. Mostly result in uncontested elections with a variety of No Descriptions.

FWIW, Llantwit Fardre is a posh commuter village near Cardiff where the Tories have topped the poll at every election since 2008, including by 15% last year and at a by-election concurrent with the Welsh Parliament elections in 2021, so I wouldn’t be expecting the Tories to sweep its northern valley neighbours quite yet.

So it's gone up in the world since I lived there in the 90s.

I think that Llantwit Fardre was a Conservative gain from Labour - the 2022 result in the ward was: Con 730*/694*/540/502, Lab 672*/666*/657/584 - the second Labour winner is the one who is missing from the council website.
Sebastopol West was a Labour hold.

I have been to Sebastopol, & visited the excellent Open Hearth pub on the canalside, but didn't detect a lot of Russian customers, surprisingly.
