No - ALDC - Newport South is a Lib Dem hold
The result on 3 May 2019 (3 seats) was Lib Dem 581, Con 381/328/275, Lab 231 - 1 Lib Dem and 2 Con elected
Jonathan Dix (Con) failed to sign his declaration of acceptance of office, resulting in a by-election on 1 August 2019 Lib Dem 253, Con 184, Ind (Hesbrook) 119, Lab 53, Ind (Griffin) 14 Lib Dem gain from Con - Nick Garvey (Lib Dem) elected
The current by-election was caused by the resignation on 13 July of Nick Garvey (Lib Dem).

An interesting situation in the Bryn-coch South ward of Blaenhonddan Community Council (Neath Port Talbot), since Jonathan Fishlock (Plaid Cymru) has ceased to be a member.
The by-election called for 20 October has resulted in Windsor Evans (No Description) being elected unopposed. His nomination paper shows that he was member of PC until 4 May 2022 and has been a member of the Labour Party since 5 May 2022.
Is this a No Description gain from PC - or a Lab gain from PC ?

For the avoidance of doubt, today's community council by-election in Prestatyn (North West) has been caused by the resignation of Paul Penlington (PC).
He lost his seat on Denbighshire County Council in May, when he was defeated in Prestatyn North, which was held by 3 Labour candidates. He had been elected in 2017 as Labour, but had defected to Plaid Cymru in June 2020, after accusing his former party of failing people badly on a local level.
Prestatyn (North West) - 5 May 2022 PC 338, Con 250/211, Heritage Party 142 - 1 PC and 1 Con elected
Sharon Frobisher (Con) remains the other community councillor in Prestatyn North West. The candidates today are Gary Brockbanks (Con) and Gerry Frobisher (Independent), who was a member of the Conservative Party until 22 August.
Sharon and Gerry Frobisher both stood unsuccessfully as Conservative candidates in the Denbighshire County Council elections in May, providing the same address in Meliden on their nomination papers. Sharon stood in Prestatyn North and Gerry stood in Denbigh Caledfryn Henllan.

Do the LibDems not have a question in their approvals process as to whether there is anything in the prospective candidate’s past which, if it became public, would be embarrassing to the candidate or to the Party?

Yes for Parliamentary candidates, but I would imagine at parish council level, it's more likely to be a case of finding people who are willing to stand, and therefore not much scrutiny. But as was said upthread, the matter on question was over a decade before
