The only political town council by-election I am aware of on 3 March is in Hessle (Eastfield) in the East Riding of Yorkshire.
There are non-political contests in Waveney - Bungay (two seats) West Lindsey - Saxilby-with-Ingleby Wiltshire - Winterslow

I hadn't realised there was a Town Council elections thread. So, late breaking news:
Whitby Town Council By-Election Results 4th February 2016 West Cliff: Debbie Fitzgerald 45 22.0% Connie Peach 23 11.2% Natalie Smith 124 60.5% (elected) Spoilt 13 6.3% Turnout 11.64% 205 of 1761
The council is non-political, but many councillors' affiliation can be worked out from when they stood in district or county elections.

My apologies. There is no town council by-election next week (17 March) in Guisborough (Hutton). The by-election was not called and the vacancy will be filled by co-option.
