A by election for St Agnes Parish Council St Agnes Ward Cornwall on May 2nd attracted no candidates and will have to be re-run. Is there not a power to co-opt after a candidate-free election? (One wonders why ten people would have called the election if nobody wished to stand ...)

A by election for St Agnes Parish Council St Agnes Ward Cornwall on May 2nd attracted no candidates and will have to be re-run. Is there not a power to co-opt after a candidate-free election? (One wonders why ten people would have called the election if nobody wished to stand ...) If there is a vacancy after a scheduled election, as in 9 people stand for 10 seats so there's one seat left vacant, then yes the council can co-opt. But for a casual vacancy, once an election is requested it has to keep being advertised until there is a candidate unless there is an intervening scheduled election.

There're four parish vacancies in Durham that have been being re-advertised for (I think) over a year now.

There is certainly no restriction in England. The original post concerned Wales and I'm not sure if its different there. The EC guidance (para 1.7) explicitly states that one can serve on more than one community council.

A former Parish Clerk writes: I do not believe there is any restriction on the number of parish councils one can serve on if appropriately qualified. Which makes me wonder where in the country you would have to live to maximise the number of parish councils you are eligible to serve on.

For the qualification under the "three mile rule" (a Forfarshire conservative and Mr Carlton will be horrified to learn it is now the 5km rule) somewhere with lots of small parishes e.g. round here in S Cheshire. I think I'm within 5km of 7 parishes - though some have joint councils - in Cheshire plus one in Staffordshire. Of course, by using the land ownership/tenancy provision the sky's the limit!

Milton Keynes might be an even better shout, as it doesn't have the big central parishes.
