Dave De Lacy , Labour councillor for Ibstock and Heather ward on NW Leics DC has sadly died "6 month" rule applies. Although I have not kept the statistics, it seems that a significant numberr of councillors elected at by-elections in the past 4 years have sadly not lived to see it through to the end of their term.

2nd April - 1Gwynedd UA, Cadnant - Plaid Cymru died - 5 candidates: Con, Lab, Plaid Cymru, Llais Gwynedd, Ind The Labour candidate is Glyn Thomas and the Plaid Cymru candidate is Glyn Tomos - if that doesn't go tits up I'll be amazed.

Not yet mentioned in the above list - Cumbria CC Walney South division, 16 April (could it be the last contest before election day?)
Caused by the Labour incumbent, Mandy Telford, moving out of the area after separating from her former significant other John Woodcock MP.
Labour have selected a district councillor for the same area as candidate, UKIP have picked a former Tory candidate for this division (and fellow member of Barrow chess club a few years ago) Not sure about the Tories as of yet.
Another curious thing is that there have been no by-elections for Barrow BC since the all out elections in 2011, so this is in its way a first.

There are 6 by-elections during the rest of March along with 3 identified so far in April. A further 14 vacancies or impending vacancies are known where the election is highly likely to be held on 7th May. So far 43 vacancies have been identified under the "six month" rule together with 9 long standing vacancies which will not be filled ahead of elections in May.
There are thus expected to be 24 by-elections for 25 seats in the January to April 2015 period ahead of the main elections in May, slightly more than the 22 contested during the same period in 2011. There were 21 by-elections held at the same time as the May 2011 elections along with 27 "double" elections whilst there were 64 identified vacancies that occured under the "six month" rule.

The last Green councillor in Watford, Ian Brandon (Callowland ward), has resigned from the Council. So, there will be a double election in May, just like 2014.
