Following the retirement of Viscount Falkland on 21 March 2023 there is a vacancy among the excepted hereditary peers who sit in the House of Lords.
Viscount Falkland was one of the 15 hereditary peers elected by the whole House in 1999 from among those ready to serve as Deputy Speakers. Under Standing Order 9(3), his successor will therefore be elected by the whole House, although there is no expectation that they will serve as a Deputy Speaker.
Viscount Falkland was originally elected as a Liberal Democrat, and, in accordance with an informal agreement between the parties and groups in the House of Lords, it is expected that his successor will sit as a Liberal Democrat member of the House.

I’m sure it must be on here somewhere, but why did the Earl of Oxford and Asquith (I think the only other sitting ‘Lib Dem’ elected by the Whole House) switch from Lib Dems to the Crossbench in 2021. How would the Carter Convention apply if he were to retire?

I’m sure it must be on here somewhere, but why did the Earl of Oxford and Asquith (I think the only other sitting ‘Lib Dem’ elected by the Whole House) switch from Lib Dems to the Crossbench in 2021. How would the Carter Convention apply if he were to retire? He actually went Non Affiliated in August 2019, before joining the Crossbench in April 2021, he possibly switched for internal reasons in that he doesn’t appear to have voted, spoken or tabled a Written Question since 2018; I presume he’s just attending enough times per session to avoid disqualification. Were the LDs expecting a more active participation rate? His contributions don’t seem to indicate a significant difference in policy with the LDs. I think(?) should his position become vacant it returns to the category under which you were elected, so if he was elected by the whole House his successor would be, but there seems a gentleman’s agreement that the vacancy reverts to the group for whom the Lord was originally elected, although I think this has been broken on a few occasions.

The Crossbench Peers have a rule that anyone leaving one of the party groups must serve a year in the wilderness before joining them.

The Crossbench Peers have a rule that anyone leaving one of the party groups must serve a year in the wilderness before joining them. The odd thing is that he’s remained inactive since prior to leaving the LDs, begging the questions a) why did he want to switch from Non Aligned and join a Group, and b) why did they take him if they weren’t gaining a voice or a vote?

I think that the late Lady Belhaven and Stenton was a Conservative Councillor.

No self respecting Earl should live in Lewisham. The Honourable Colin Moynihan, Lewisham East, 1983-1992, subsequently succeeded to family Baronetcy in 1997, I think. Barony, not baronetcy. He is the 4th Baron Moynihan of Leeds in the county of York. And has an Olympic silver medal from coxing the men's eight at the 1980 Moscow games.
