We are being reminded on this thread about the all-out community council elections in two Scottish Districts.
The Local Government (Scotland) Act 1973 states that the general purpose of a Community Council shall be “to ascertain, co-ordinate and express to the local authorities in its area, and to public authorities, the views of the community which it represents …” In other words, the Scottish community councils provide a conduit for local expressions of opinion, rather than exercising statutory functions or controlling budgets.
Each Scottish District establishes a separate scheme for community councils, based on a model. As a result, the community councils have differing electoral cycles, differing electoral arrangements and even differing methods of election. Most operate under first past the post, but Aberdeen, for example, uses the single transferable vote method for its community councils. Most of the councils are elected by a postal vote arrangement, with limited polling available in person. Some districts provide for a proportion of co-opted members in their schemes.
Candidates for election to the Scottish community councils do not provide a description for the ballot papers. Councils are formed, only if sufficient candidates come forward to form a quorum.
Consequently there is limited interest in the community council elections, with a shortage of candidates coming forward.
Here are the statistics for the elections currently under way in Argyll and Bute and Moray Districts.
ARGYLL AND BUTE
The Argyll and Bute scheme provides for 56 community councils with a total of 624 elected members. The councils vary in size from 8 to 20 members, but all are unwarded – even the three sizeable towns of Dunoon, Helensburgh and Oban.
In the last round of elections, only 54 councils were formed, since a quorum was not obtained for North Knapdale or Tiree.
When nominations closed earlier this month, there were sufficient nominations to achieve a quorum in 45 councils. 7 councils are contested, with 84 candidates competing for 70 seats. A further 38 councils are uncontested, with 325 candidates nominated for 432 seats. The remaining 11 councils (122 seats) have failed to achieve a quorum. The council has not published the nominations for these 9 councils.
The council is readvertising for 9 councils, to try to achieve a quorum. They received no nominations again for North Knapdale or Tiree, so they are not readvertising for these community councils.
The most hotly contested community is Bute, where there are 26 candidates chasing 20 seats. Councils have been formed in the three sizeable towns, although none had a complete set of nominations.
MORAY
The Moray scheme provides for 20 community councils with a total of 211 elected members. The councils vary in size from 7 to 18 members. 8 of the communities are warded and 12 are unwarded. There are 35 electoral wards and unwarded communities in total.
When nominations closed earlier this month, there were sufficient nominations to achieve a quorum in 15 councils. Where excess nominations have been received in some wards, but insufficient nominations in other wards, the nominations are allocated across the community council as a whole, thereby avoiding contests in individual wards.
There are 8 contests in 1 unwarded community (Lossiemouth) and in 7 wards (including both wards of Buckie and District) – a total of 42 candidates competing for 35 seats. A further 6 unwarded councils and 16 wards are uncontested, with 110 candidates nominated for 135 seats.
The remaining 5 councils (all unwarded) (41 seats in total) have failed to achieve a quorum.

A little clarification about Lambeth Councillor, Kingsley Abrams, who was elected for Labour in May 2010 and has resigned his Vassall ward seat a few weeks before the "six-month" rule comes into effect. The information comes from local newspaper reports.
On 17 May 2010, the Labour Group suspended Kingsley Abrams (Vassall) for four months, after he was found to have leaked information to the Liberal Democrat Group in the run-up to the election.
Kingsley Abrams (Vassall) was suspended again in 2011 after allegations that he bullied and intimidated a number of fellow councillors.
At a hearing on 21 May 2012, Kingsley Abrams (Vassall) was suspended for a third time – “indefinitely” – after he allegedly leaked confidential information. The information was posted on a forum hosted by anti-cuts group, Lambeth SOS.
He was shown on the Council website as “Labour”, but not a member of the Labour Group.

Regarding the long-standing vacancy at St. Helens, I downloaded the Notice of Vacancy some while ago from their website. It is dated 10 May 2013.
So the delay appears to be with the calling of the election by local electors - which is usually stage-managed by one or other of the political parties.

All councils in Scotland are unitary and references should be to Scottish councils, local authority areas etc. *goes to make some tea*
