I have known of polling stations with fewer than that. Also what was the point of that sad exercise? It has to open at 07.00 and as far as I am aware stay open until the official closing time and box collection time of 22.00, whether all vote during first 10-minutes or none vote at all. It would be nice and quiet most of the time for the young man and the sexy wife to conduct their affair undisturbed. What possible other reason would they have for taking on that role? Hardly going to be the money or boredom is it? So the locals played into their hands by leaving the central 14-hours clear for them to 'play'! I don't believe that's the case. A polling place can close before 10pm if everyone on the register for that polling place has voted. I would assume that a polling station is required to stay open until 10pm anyway, to allow for the possibility that someone might have voted fraudulently and that the real,person is going to turn up later. They would have to be given a tendered ballot, but the polling station would still have to be open.

The case I am best acquainted with was on a remote part of the south west coast of Mull. And there I engaged the Polling Station Officer in conversation and was told that it must remain open for the stipulated period and be attended until the box is collected at 22.00 and that it was not up to her to make guesses or decisions on who may or may not turn up. It was usual for all the very small number of electors to attend and vote and breakfast with her within the first hour. Then it was cards, conversation and reading for the rest of the day. But one cannot be sure that all have been because there will usually be absences because of indisposition, death, inadvertence, off the island, absentee, holiday. And then the possibility of error on the Register or in the mind of the elector as to entitlement to vote. Also possible 'personation' and a second attempt being made by another elector. There could be no validity in ever deciding to close 'early' as no Polling Officer could possibly be certain of knowing all circumstances in even a very small community, and should not presume upon such knowledge under any circumstance. They have to remain open and attended.

I wonder if the Dixville Notch polling place in New Hampshire, USA remains open after all its votes are counted and announced just after midnight on general election day. It seems the hamlet enjoys a 100% turnout every time.
