Rutland UA: Oakham South is an Uncontested Election (LD GAIN)

Nominations closed at 4pm today. With only one candidate nominated, Raymond James Payne (Lib Dem) has been elected.

In 2019 the three-member ward returned 1 LD and 2 CON. LDs gained 2nd cllr in 19 August 2021 by-election and have now completed the set.

Rutland County Council now has:

6 LD

6 CON

1 LAB

1 GREEN

and various shades of independent councillor.

I vaguely recall one or two having happened in North Wales, Gwynedd perhaps a few years back - maybe 4 or 5 years ago or so...

From 16 out of 27 cllrs in late 2019, the Conservatives have crumbled to six after defections, resignations and by-election losses. Recent by-elections had seen victories for 2 LDs, 1 LAB and 1 Green (and those parties have managed to not stand against each other).

When Oakham S had a by-election in August, the LD won with 68%. In the most recent by-election (Uppingham in May), the CON candidate lived some 10 miles away - a vast distance given the size of the county - which suggests that not many applications were received. So, not a great time to be a CON candidate in Rutland.

Many of the problems result from the local plan. A draft fell apart when housing allocated to a new development on a military base was not going to be produced so the process has to be restarted (at some cost). Without a viable supply of housing sites until a plan is approved, the council struggles to turn down any applications.

That's Rutland County Council District Council.

Rutland County Council is not a District Council. It’s a Unitary Authority.

Unitary Councils are of two types, District Unitaries and County Unitaries. So far as I can tell, the only difference between the two types of unitary is that the former has wards and the latter has divisions.

Rutland County Council has wards, so it is a District Unitary - but that nevertheless makes it a Unitary Council, not a District Council.

Rutland is simply an anomaly.  Since it insists it's a county it is a bit pedantic to insist it's a District Unitary rather than a County Unitary, given that there's no practical difference between the two.

Interesting comment above, but I've never seen the Conservatives fall to pieces so thoroughly and quickly as they have here.  Maldon is the only place I can think comparable - also a pocket district with a reputation for parochialism.
