They do no such thing. A commercial enterprise is setting out its rates to manage its book with a view to profit and in response to bets placed. Nothing more. Nothing less. Those bets and those responsive set rates show nothing, evidence nothing and are in no way any indicator of a possible result. In which case you'll be able to make a small fortune each week.

The opening odds are certainly not "in response to bets placed".

The opening odds are certainly not "in response to bets placed". But they are an anticipation of what kind of bets are likely to be placed.

Yes, based on previous elections in the seat and current opinion polling amongst other things.

Yes, based on previous elections in the seat and current opinion polling amongst other things. The most important part of those other things being their records of bets placed on previous by-elections, and deductions from that of the likelihood of making a profit regardless of the actual outcome.

It's pretty much a new betting field, local council by elections, so the bookie is taking a bit of a punt on it. Good luck to them and it's most welcome.

Do Scottish Council elections normally take longer to count because of their STV system?

Do Scottish Council elections normally take longer to count because of their STV system? If the ballot papers are scanned by a computer (as they normally are, although not always for by-elections where the counting process is simpler), then no.

I think computer scanning is actually quite rare in by-elections, so the counts do tend to take more time, but we sometimes get round by round updates to add to the psephological excitement.

Wigan have said they’ll post the Leigh result on their Twitter (@wigancouncil), Surrey Heath Lib Dems (@surreyheathlds) look promising for the Frimley Green result, and reporter Kirsty Paterson (@kirstypaterso20) appears to be at the Falkirk count. Harrow are seemingly counting tomorrow.
