Indeed, and the record there (in Cornwall possibly?) was well below 20%. Though tbh I am thinking here about simple 3-way contests such as the one you cited.
There was indeed a local election result in which the winning candidate got less than 20%. It was in Cornwall (I don't remember off-hand which ward) but I think it was only just below 20%, not "well below".
