There was indeed a local election result in which the winning candidate got less than 20%. It was in Cornwall (I don't remember off-hand which ward) but I think it was only just below 20%, not "well below".

...which confuses me because I remember it being in Cornwall. Perhaps there have been two results with the winner under 20%? Unless I am misunderrememberating about Cornwall.

Knew there had been at least one there, though not as much below 20% as I had thought.
