Referendum in Haslemere (SW Surrey) will be on October 7th.

Be interesting to see if Neighbourhood Planning really has a role if and when the planning laws come in. Getting rid of the CIL will hugely weaken it by removing the presumption of local infrastructure spending as at least 20 or 40% (in the case of a NP) of CIL money, unless the new developer friendly infrastructure charge specifically maintains that link.
The white paper had some warm words about Neighbourhood Planning, but the actual powers seemed to be confined to the "beauty" of new buildings.

For some background, the following referenda were held in Cornwall, the first five were on 19th July and the final three on 19th August
Ludgvan - YES 405 (81.65%) NO 91 (18.35%) - Turnout 18% - Parish 4km from Penzance on Lands End Peninsula West Cornwall.
St Cleer - YES 520 (86.9%) NO 76 (12.7%) - Turnout 22.2% - Parish north of Liskeard in South East Cornwall
St Clement - YES 177 (94.15%) NO 11 (5.85%) - Turnout 20.12% - Parish on outskirts of Captial of Truro.
St Endellion - YES 266 (89.86%) NO 30 (10.14%) - Turnout 41.99% - Parish on North Cornwall Coast including Port Isaac.**
St Enoder - YES 529 (91.2%) NO 51 (8.79%) - Turnout 15.41% - Parish in Clay Country in Mid Cornwall.
Falmouth - YES 3,471 (93.6%) NO 228 (6.14%) - Turnout 21.08% - Coastal town in South Cornwall with University and Docks.
Penryn - YES 703 (93.6%) NO 46 (6.12%) - Turnout 12.5% - adjoining town to Falmouth.
Budock - YES 337 (90.34%) NO 35 (9.38%) - Turnout 23.9% - another adjoining parish to Falmouth.
**The issue of second homes and attempts within Neighbourhood Plans to restrict the proliferation of these may have been a factor in the large turnout in this election - below is the policy that was approved
Policy 3: Principal Residency Requirement
Due to the impact upon the local housing market of the continued uncontrolled growth of
dwellings used for holiday accommodation (as second or holiday homes) new open market
housing, excluding replacement dwellings, will only be supported where there is a restriction
to ensure its occupancy as a Principal Residence. Principal Residences are defined as those
occupied as the residents’ sole or main residence, where the residents spend the majority of
their time when not working away from home.
The condition or obligation on new open market homes will require that they are occupied
only as the primary (principal) residence of those persons entitled to occupy them. Occupiers
of homes with a Principal Residence condition will be required to keep proof that they are
meeting the obligation or condition, and be obliged to provide this proof if/when Cornwall
Council requests this information. Proof of Principal Residence is via verifiable evidence which
could include, for example (but not limited to) residents being registered on the local electoral
register and being registered for and attending local services (such as healthcare, schools etc).

We were notified today that our NP* has passed Independent Examination with only minor changes (one of which is to add "and beautiful" to various policies to reflect the Government's changes). Have to dust down my electioneering skills for the referendum! * Betley, Balterley & Wrinehill, Staffordshire. |

Both the Westminster votes passed.
Fitz West residents: Yes 236 No 62 (turnout 10.2%). Businesses: Yes 26 No 4 (turnout 42.9%).
Soho residents: Yes 237 No 24 (turnout 16.1%). Businesses: Yes 40 No 5 (turnout 38.8%)

We have spent five years  on this project, and were careful to use precise, objective planning language throughout and then the Government pretty well requires us to insert "beautiful" as an adjective across the thing! |

Do we have a thread for referendums on having / not having a Directly Elected Mayor? I can't find one. There is going to be a referendum on having a D.E.M. in Croydon on 7th October. Ostensibly, the Conservative Party is in favour (although I am still undecided (I used to be against (but now I'm not so sure (I think I might be changing my mind)))) and the Labour Party is mostly against. I think the campaign has had very low impact on people's awareness, and I expect a low turnout.
