Argyll and Bute by-election candidates confirmed Published Date: 16 Feb 2021 - 10:53 Candidates standing for election in Bute and Helensburgh and Lomond South have now been confirmed. Argyll and Bute Council is holding by-elections in two wards – Ward 8, Isle of Bute and Ward 11, Helensburgh and Lomond South – which each have a vacancy for one councillor. Are there many other examples of Council seats not being contested across the UK? Happens all the time, particularly in rural wards with small electorates. The introduction of PR for Scottish local elections had put a stop to uncontested elections, but in 2017 this was one of three wards in Scotland which didn't have a contest (the other two were in Orkney and Shetland).

The Corwen seat in Denbighshire has been uncontested at the last two elections (2012 & 2017), having been a Plaid gain from Independent when last contested in 2008. Huw Jones held the seat until his death on 15th February. Davies, Lisa (Liberal Democrats) Hughes, Alan (Plaid Cymru) HUghes, Gordon (Labour) Lib Dems and Labour are presumably testing the water on the basis Huw Jones clearly carried a considerable personal vote for Plaid, though oddly enough it was only Conservative and Independents who stood against him in 2008.

Not for the first time it strikes me that holding by-elections like this might not be the best way to fill a vacancy in an STV election It does seem a bit quirky, but given rerunning a four member ward each time there was a vacancy would have its own issues, what would be an ideal option? Appreciate the parties would probably like to nominate, however that would drive local elections even further down the already too politicised road and risk eroding the last remnants of voting for a good local representative above party affiliation. Would be interested to hear how other countries in Europe deal with this scenario.

I believe Malta uses countback for these situations, ie they keep hold of the ballots, eliminate the departing councillor/MP/MEP and redistribute their preferences as though they had been eliminated at the original count. Northern Irish councils use co-option I believe

David J Turner was the incumbent cllr, first elected in the Sep 08 by-election, who missed out in 2017 for the SNP. The Wrexham returning officer has published a revised SOPN, correcting the Lib Dem candidate's name from Peter Davies to Roger Davies and also inserting the description "Independent" for Clive Ray who was previously shown with no description.
