Completely agree. The regional boundaries are now utterly obsolete and I'd hope that they will not be a factor in the next review. I'd like to go one step further. The Anglo-Welsh border shouldn't be considered sacrosanct. Historically, it wasn't.
From 1868 to 1918 the Parliamentary Borough of Chester included an area on the other side of the Welsh border. Farther south, from 1832 Presteign PB, contributory to Radnor, included a small bite out of Herefordshire and this continued until Radnor Boroughs was abolished in 1885.
Having said that, I don't imagine it will be crossed again in the foreseeable future. And barring a complete overhaul of the boundary review system, I expect the regional boundaries within England to retain their present status at the next review.

I wonder how close Saltney came to actually being incorporated into the city of Chester and thus being transferred to England. There are a few cases where small areas were transferred between England and Wales (in both directions) as a result of the abolition of exclaves. E.g. this exclave of Herefordshire (green) in Radnorshire (orange).

Sounds more like a mapping/data error than an actual change.
