This may mean that the Ind+Con coalition now has a majority in Moray, rather than the current 50% of seats (assuming the new councillor joins the Independent group).

Conservative + Green +Ind H+ Ind T = 1,294 votes. - 535 (41%) ultimately transferred to Ind C - 172 (13%) to SNP - 587 (45%) not transferred. This lack of transfers appears to be getting higher rather than lower as we were assured it would when the system was first introduced. Ind C was elected with less than half the votes, 48.6% of valid ones. But that 45% will break down into some who expressed other preferences, but not for the final two, some who knew they could express other preferences but exercised their democratic right not to and probably only a small minority who thought they could only vote for one person, so I don't really see this as a problem. The support of over 50% argument wasn't even one of my favoured ones for AV. It's clearly not an argument for STV where the by-elections only end up being AV by default.

Louise Boors was the UKIP candidate for PCC in Cheshire. At the time she was described as a former councillor - presumably for the Conservatives? It is Bours. There was a Louise Beard as councillor for Buglawton so I guess it is the same lady.

Buglawton is on the opposite side of Congleton but it seems likely.
Congleton West is the ward I grew up in and lived in from 1983 to 1995 (excepting when at University). Never would have had it down as a UKIP area.

The Cheshire Architect came third in the by-election? Are we to assume that all architects will now move to the right, and assume a more anti-immigration stance? I thought that party registrations still applied to town/parish councils, and that's why you have the minor party option in England. Or can you say Independent (Anything) and that's okay?

Both Michael Lavalette (Preston) and Pete Smith (Walsall) sit as Independents, but are TUSC supporters. Pete Smith is not quite so straightforward. Despite being a long time Democratic Labour Party member, he was elected in the Blakenall ward with no description, although is listed on the council's website as Democratic Labour. I don't know if the DLP are affiliated with TUSC.

Yes, but the previous rule still applies in parish council elections, i.e you can also use any description of up to six words (as long as this is not likely to be confused with that of a registered political party). See sections 2.19 to 2.13 of this document and in particular:

Also if he was part of TUSC why has he voted along to keep tory policies - answer he hates labour more than the tories thus allows policies in he should stop. Yes no love lost for him

Well, I had a good chat with Pete at the TUSC conference in September last year, and he spoke from the platform, so actually it is fairly straightforward, he's a TUSC supporter. Before it was wound up, the DLP was part of TUSC. Please explain your comment about 'voting to keep Tory policies'?
