Heldon & Laich ward, Moray Council This by-election was caused by Carolle Ralph (SNP) resigning after being continuously harassed since she was elected. In a shock result, she was elected over her Nationalist running mate and sitting councillor, David Stewart. Stewart had been a leading figure in the campaign to save RAF Lossiemouth which is in the ward. However, he obtained 17% of the votes cast in May but was unable to attract the additional 3% in transfers to meet the quota. The other councillors in the ward are Allan Wright (Conservative), Eric McGillivray (Ind) and Christopher Tuke (Ind). The turnout was 39%, with 1.36% of ballot papers rejected. The quota was 798. Of the by-election candidates, the Greens' James MacKessack Leitch is returning to see if he can better the 6.6% he scored last May. A member for the Forres ward in 2007-12, Jeff Hamilton is looking to see if he can retake a seat on the Council. The SNP's Stuart Crowther was a local journalist with Scottish Television. The number of first preference votes in the Heldon and Laich ward of Moray District on 3 May 2012 was:
Independents 1,560, SNP 1,475, Con 688, Green Party 262 (Total 3,985)
In percentage terms this is
Independents 39%, SNP 37%, Con 17%, Green Party 7%.
Under new arrangements for the publication of information from electronic counts in Scotland, the Returning Officer published a detailed report of the first preferences by ballot box, aggregating smaller boxes to preserve the confidentiality of individual votes. This report enables us to calculate the overall result across seven groups of polling districts as follows:
Polling District MM0501 (Burghead and Cummingston): Independents 384, SNP 110, Con 36, Green Party 23 (Total 553) Independents 69%, SNP 20%, Con 6%, Green Party 4%.
Polling District MM0502 (Hopeman): Independents 318, SNP 70, Con 36, Green Party 17 (Total 441) Independents 72%, SNP 16%, Con 8%, Green Party 4%.
Polling District MM0503 (Lossiemouth West and Drainie): Independents 141, SNP 342, Con 98, Green Party 19 (Total 600) Independents 24%, SNP 57%, Con 16%, Green Party 3%.
Polling District MM0504 (Lossiemouth East): Independents 149, SNP 392, Con 89, Green Party 18 (Total 648) Independents 23%, SNP 60%, Con 14%, Green Party 3%.
Polling District MM0505 (Duffus): Independents 90, SNP 49, Con 104, Green Party 53 (Total 296) Independents 30%, SNP 17%, Con 35%, Green Party 18%.
Polling Districts MM0507 and MM0508 (Alves and Roseisle – and Miltonduff): Independents 97, SNP 81, Con 103, Green Party 73 (Total 354) Independents 27%, SNP 23%, Con 29%, Green Party 21%.
Postal Votes: Independents 381, SNP 431, Con 222, Green Party 59 (Total 1,093) Independents 35%, SNP 39%, Con 20%, Green Party 5%.
The Independents were comfortably ahead in the fishing villages of Burghead and Hopeman.
The SNP took more than 50% of the vote in the two Lossiemouth polling districts, but polled less than 25% in the four rural areas.
The two rural areas showed a much more even split between the four groups of candidates – with the Conservatives slightly ahead in each area.
The 2012 Statement of Persons Nominated published on the council website did not state the candidates’ addresses, so I am unable to point to local popularity.

It is a salutary example of alphabetic voting. SNP candidates at R and S In the alphabet, it is a certainty that Stewart had almost all of Ralph 2nd prefs, but she had no surplus to transfer. In Australia this phenomenon is called the 'donkey vote' and the order of candidates on the ballot is randomised so that people with names starting with A or B do not have an unfair advantage. When I was at Manchester University, a guy changed his name for the purposes of Student Union elections to Aardvaak-Jones. But then the Internal Vice President unearthed an old rule that alternate elections would use reverse alphabetical order on the the ballots. His name was Watson!

Well it's suspected that the 'Independent' in Maltby is nothing but, but will defect to Labour not long after the election, if elected.

I don't think anyone has been elected under the TUSC name. In 2012 there were two councillors elected (Peter Smith in Walsall and Michael Lavalette in Preston) who appear to be backed by TUSC although they actually stood as independents. Plus there was Dave Nellist in Coventry who lost his seat in 2012, although again he never actually stood under the TUSC name.

Both Michael Lavalette (Preston) and Pete Smith (Walsall) sit as Independents, but are TUSC supporters. In the case of Lavalette, the delay (due to bereavement) in his decision to stand again meant that he was not able to obtain TUSC candidate authorisation in time.
To my knowledge, no-one has yet been elected under the TUSC banner itself.

Well, Joe Robinson seems to have been running an excellent campaign up there. A good result would be deepening our roots in Maltby. Anything over and above that would be wonderful, but I would think no-one is counting any chickens. I always dreamed North Devon would see the first TUSC councillor elected, in this case I'd be delighted to have my dreams dashed...

Lossiemouth was the home of Ramsay MacDonald, and also of the Moray Golf Club which formally banned him from the links in 1916 because of his opposition to the war.
