They are arguing with returning officer. Andrews and Daly are third and fourth. But Dublin has 3 seats that become 4 after Brexit. The 4th candidate elected will take seat only after Brexit
Daly wants Boylan's vote to be redistributed. Andrews argues against saying that once you are elected, you are elected.

To outsiders this seems bizarre in a supposedly modern western democracy. Presumably the pork barrel delivers? I’d also assume that the “simple country folk” image conceals sharp minds and even sharper organisation? I recall meeting someone who made me think of this - he ran a large, complex business and wanted some local help. He had a republican background. He tried some “simple soul” stuff with me.... The old man was arguably the top FF political operative in Kerry South for over 20 years. When he went independent he took a chunk of the FF machine with him and obviously his own considerable knowledge of political campaigning. What is interesting is how the family have continued to do so well, and arguably even better than he did. I think a big part of it is that as Ireland as become much more socially liberal and "modern" the divide between Dublin and places like rural Kerry is so much greater thus making it all the more easy for independents and small local parties to rally against the big parties.

Daly overtook Andrews even without Boylan's votes being transferred, but it appears that they are going to count the transfers.

In this case, the confusion is over something that has never happened before and is unlikely ever to happen again, i.e. that not all the "elected" are immediately elected to their positions but instead some will be in suspended animation until the UK resolves its current nervous breakdown, either by retreating from the ledge or by jumping.

Dublin has finished counting, with Daly (Ind 4 Change) getting the third seat and Andrews (FF) getting the Brexit-conditional fourth seat as expected. Cuffe (Green) and Fitzgerald (FG) got the first two.
The other two regions each have one FG candidate elected but still have a way to go.

The 'Green wave' was a bit overstated. Excellent results in Dublin, but overall Labour remains ahead of them in terms of councillors and vote share.

4 seats left (but one of them is frozen until Brexit).
So I think Sinn Fein can lose also this one, even after Brexit as Greens can make up 2,500 gap with transfers and there is a FG seat somewhere there
