Apparently there is a byelection this Wednesday Nov 7th
Glastonbury TC St Benedict's ward Lib Dem seat candidates LD/Con/Green

Alec Brown (Con) has resigned his seat in the Bilton ward of Harrogate Borough, because he is moving to London. His term of office runs to 2015. The by-election is on 13 December.

There now are 37 local council by-elections on Thursday 15th November which are covered on another thread.
There appear to be 4 contests called for late November, 6 on 6th December, including one for two seats, 1 on 13th December and another 14 known to be pending.
In addition, we are now within the "6 month rule" where seats due to be contested on 3rd May 2013 will remain unfilled if they now fall vacant.

Shepway DC, Folkestone Park - Conservative resigned
29th November - 3
Southwark LB, East Walworth - Labour died
Stratford-upon-Avon DC, Shipston - Conservative resigned

I don't believe there is any requirement to resign as councillor, although some may choose to do so.
