Whilst the by-election for five seats on Bampton Town Council (Mid Devon) is not party political, there are some interesting politics in Bampton.
Bampton Town Council comprises 9 members, elected from a single ward.
On 3 May 2007, only 2 candidates were nominated (1 No Description and 1 Independent). A further election was held on 21 June 2007 for the remaining 7 vacancies and it attracted 10 candidates.
On 5 May 2011, 5 candidates were nominated for the 9 seats (4 No Description and 1 Independent). The Town Council, at its meeting on 7 June 2011, co-opted 4 councillors to fill the remaining vacancies.
Only 1 of these 9 councillors remains on the council today.
Keith Pitt (No Description) was elected at a by-election on 12 July 2012, following the resignation of Celia Hicks (No Description).
Brian Smith (Putting Bampton First) was elected at a by-election on 6 September 2012, following the resignation of Jo Frost (No Description).
Rodney Baker (Putting Bampton First) was elected at a by-election on 11 October 2012, following the resignation of Steve Russell (co-opted).
In early September, five more councilors resigned (including the Chairman and Vice Chairman of the Council) – Les Hartley (No Description), Lucie Moore (No Description), Kate Millen (co-opted), David Simper (co-opted) and John Wescott (co-opted). Ann Guilfoyle, the town clerk, also resigned.
Four of the resigning councilors and the ex-clerk signed an open letter, which claimed that a “sustained political and at times very personal campaign of misinformation and unsubstantiated rumours” had accompanied a recent series of elections for new members to join the Council. Time could be better spent examining the “bigger picture” and concentrating on a series of major planning applications, which will potentially change the character of Bampton permanently. Kate Millen said, “We got to the point where we decided if we were going to work through these issues, we would have to do it outside the council”.
An extraordinary meeting of the Town Council was held on 18 September, attended by the four remaining councilors (one elected in 2011 and three elected in by-elections), together with an interim town clerk.

As far as I am aware there are 86 town and parish council seats available for election on 15 November.
30 seats in 23 elections are subject to political contests. 24 seats in 10 elections are subject to non political contests. 27 candidates have been returned unopposed in 16 elections, with a shortfall of 4 candidates in Salhouse (Broadland) There were no candidates at all in Scarcroft (Leeds)
Here is a summary of the political contests:

Two new community councils have been set up in the Borough of Caerphilly. Risca East and Risca West are coterminous with the borough wards of the same name. Interesting, is this a split of an existing community council?

The counts are I think by district/unitary. But I suspect will take far too long because of faffing by RO at the centre.

Seeing the newspaper comes out in hard copy tomorrow, I doubt that there will be any change to voting patterns in Central today. I have also heard rumours over a week ago about the Lib Dem candidate's eligibility to stand, but nothing substantial enough to post here.
