I'm wary of telling you who'll win and who the other candidates are if it's going to be part of the competition. Excluded on two grounds: a: identified too late for inclusion - has to be at least 2 clear weeks b: all independents, must have at least one candidate from a recognised national party, including PC and SNP. Shetland was included in the competition as, I recall, there was a Conservative standing. Some of the earlier Gwynedd and Isle of Angelsey contests were only between Independents.

There was actually a precedent from the city of London itself a few years ago - exactly the same scenario

CITY OF LONDON - Farringdon Within (Non-party resigned) [/u] Trevor James BRIGNALL (Independent) Mark Adrian CLARKE (No description) Spencer MARSHALL (Independent) Bryn David PHILLIPS (No description)[/quote] Trevor Brignall will win. He is chairman of the Marketors' Trust, which uses donations from the Livery Companies to donate to City charities; this indicates close involvement with the City establishment (he is a liveryman of the Worshipful Company of Marketors) and he must be the establishment candidate. Note that his seconder is Hartley Booth, former Conservative MP for Finchley. Mark Clarke is here: markclarke.net/ Unfortunately Clarke has gone all wrong by writing a good example of a local campaigning website. This would help him in any other authority but not the City which thinks it is above this sort of thing. For all the neutral colours, he is known for his Conservative Party advocacy. The City does not mind common councilmen who are active in political parties, but it prefers them to be of the high-minded sort rather than the streetfighting sort. (He was Conservative candidate for Tooting in the 2010 election) Spencer Marshall looks like he is the eponymous businessman behind the facilities management company. He is papabile for the future but at this point has insufficient involvement in City voluntary work to win. Bryn Phillips has no chance because he is a supporter of the Occupy Movement and a radical agitator, as the City would see it. See www.guardian.co.uk/uk/2012/jul/18/city-of-london-electoral-challenge where it is stated that he is currently charged with violent disorder. There are about 1,500 voters and most of them are business votes. Likely order is Brignall, Marshall, Clarke, Phillips.

Interestingly shaped wardWho drew that one up? Mr G Mander? City of London ward elections are so abstruse that the boundaries of wards would make little difference. The present ward boundaries derive originally from a set of boundaries drawn up in late mediaeval England: Several minor alterations were made to align the wards to buildings, which were frequently constructed across ward boundaries. When the Corporation of London revised its franchise (City of London Ward Elections Act 2002), it also undertook a boundary review in 2003 which aimed at a more balanced distribution of seats and electorates. See the allocation of members under the old wards and under the revised wards. Note the balance between residents and non-residents in Faringdon Within, which is not one of the City's four 'residential wards'. A second ward boundary review is currently in progress and will take effect before the 2013 elections.

Which are the four residential wards? I know (or think I know) that Portsoken is one which I believe bears some demographic similarities with Tower Hamlets

I know (or think I know) that Portsoken is one which I believe bears some demographic similarities with Tower Hamlets Aldersgate, Cripplegate, Portsoken and Queenhithe. In practice several of the others contain substantial numbers of residents as well, including Farringdon Without (legal people living in the Temples and nurses living at St Barts).

Which ward includes the Barbican residential area? The Barbican is divided between Aldersgate and Cripplegate wards.

It is said that Mark Clarke won the Farringdon Within ward byelection (for which polling closed at 8 PM, not the usual 10 PM for other local authorities).
