There are currently 12 vacancies which will not be filled on 5th May together with 1 deferred election following the death of a candidate.
19th May - 1 Merton LB, St Helier - Labour died
26th May - 2 Hambleton DC, Northallerton South - Conservative died North Yorkshire CC, Northallerton - Conservative died
2nd June - 3 Argyll & Bute UA, Oban North & Lorn - SNP sitting as Independent resigned Denbighshire UA, Diserth - Conservative died Denbighshire UA, Lower Denbigh - Independent died
Not yet called - 6 Cornwall UA, Newquay Treviglas - UKIP resigned on 8th April Essex CC, Basildon Laindon Park & Fryerns - Labour died 7th April Luton UA, High Town - Labour resigned 11th April Newark & Sherwood DC, Balderton South - Conservative died 13th March Wiltshire UA, Trowbridge Grove - Independent died around 3rd April Vale of Glamorgan UA, Rhoose - Independent killed in motor accident 31st March

There are currently 12 vacancies which will not be filled on 5th May together with 1 deferred election following the death of a candidate. 19th May - 1Merton LB, St Helier - Labour died When we nominated yesterday, only the Green party had squeaked in ahead of us. Given the rush within which Labour called this by-election, kind of surprised they weren't in a position to nominate quickly.

Does anyone know which authority has the most over recent years? It always strikes me that St Helens has a lot but I don't have any figures to back that up. Is there an identifiable pattern?

Gwynedd and Argyll & Bute must be contenders. Cambridgeshire county council seems to have rather a lot Argyll & Bute definitively wins the award for the most by-elections for the same ward, for the infamous Oban North and Lorn by-elections (and yet another one in June, it should be the last one, 6 months rule will kick in in November).

Argyll and Bute has had (D=Death, R=Resignation): 2011: 1 (Oban North and Lorn November D) 2012: 0 (Full Council election May, Dunoon ward only 1 week later D) 2013: 0 2014: 4 (Oban South and The Isles May R, Oban North and Lorn July R, Oban North and Lorn October D, South Kintyre December R) 2015: 0 2016: 2 (Oban North and Lorn February R, Oban North and Lorn June R)
So following the by-election this year there will have been 5 by-elections in less than 5 years for the same ward (Oban North and Lorn).

Keith Morgan Independent councillor for Appleby Appleby ward on Eden DC has sadly died . He had been elected unopposed since 2003

Two Labour Councillors, Hefin Wyn David and Rhianon Passmore are standing for Labour in Caerphilly and Islwyn in the National Assembly, nothing requiring them to resign but potentially two more too. I suppose they may want to wait next May elections or just November, when the 6 months rule will kick in.

Richard Hilton was the Conservative councillor for Lower Morden from 2010, became the leader of the group very briefly, split them down the middle, got deposed and then defected to UKIP in 2013. The main effect of all that was that UKIP acquired Suzanne Evans, who defected alongside him. I understand that he stood against the group leader in 2012 on the grounds that he felt she should have been pushing for a council tax cut at the council budget, he lost 13-14 votes iirc. He accepted a front bench role again, but stood again against the group leader in 2013. The sitting leader pulled out at the last minute, leaving him the de facto Tory group leader, with Suzanne Evans whom he appointed as his deputy. He struggled to appoint a shadow cabinet for 4 or 5 weeks, and then under threat of a no-con, he 'did a John Major', which he promptly lost. They resigned as to sit as independents, citing a "poisonous war" in the party, and nominated another Tory as mayor (from the agreed appointment). Shortly after they joined UKIP. They formed an oddsnsods group on Merton council, comprising 3-former-Tories-now-UKIP and 3-former-Tories-now-independents (the guy they had nominated for mayor, who subsequently defected back; the wife of one of the UKIP-ers and a deselected ex-Tory).
