He had forged invoices to get grant money (County Council, Big Lottery, Sport England, Essex Environmental Trust) for work done at Clacton Sports Club, when that money was used to keep the club afloat. He was one of the Conservative councillors (and Cabinet minister) who left in 2007 to create Tendring First. He was a county councillor for that division from 2005 to 2009 and since 2013 and a district councillor for Southcliff from 1999 to 2003 and for St Pauls from 2003 to 2015 (he lost in 2015).
