There were special circumstances behind that. Hugh Dalton was a sitting MP, but was abandoning a marginal seat (Peckham) to move to a safe Durham mining seat. Then the sitting Labour MP died before the election. Rather than cause a byelection in Peckham by resigning to contest the byelection, Ruth Dalton offered to be a caretaker MP for the few months before the general election. If the general election was only a few months away, why bother holding the by-election in the first place? Why not just wait? Didn't know when the election would be. Ben Spoor died in December 1928, and the Parliament could have run until October 1929.

Bishop Auckland wasn't that safe, but the comparatively relaxed political climate within the Labour movement in the area was much more congenial to a man of Dalton's... er... personality... than was to be found in London.

Dalton had a pretty confused personality but the old Etonian son of a Royal chaplain arguably didn't entirely fit with the Labour movement anywhere. With the possible exception of Cambridge which was where he first stood.

Yeah, but the DMA was unusually tolerant of oddballs from outside (and quite happy to provide parachutes) so long as they obeyed the whip. Though poor paranoid Dalton still liked to be periodically reassured that his CLP was basically just a social club.

Apparently, Oliver Coppard went to London for a 9 minute interview with the NEC only to be rejected. He should at least have qualified for the shortlist.

Why is Dr Lim so preferred? According to the Guardian, Lim is a public health doctor and a Corbynista from Islington North. According to the New Statesman, the leadership would be happy with Furniss, although she was a Burnham supporter. Dunn voted for Cooper. Her son works in her office. She tried Heeley selection last time but she didn't get on the shortlist. She was then shortlisted for Colne Valley (the second selection)

It's not like the leadership has sufficient control of the NEC to dictate these things anyway. In any case, Corbyn himself would be unlikely to favour particularly Mandelsonian shortlists, though inevitably the same would not be true of many of his aides.

The most interesting example of this sort of thing was Ruth Dalton preceding her husband as the MP for Bishop Auckland even though he was the designated candidate for the seat.... And not dead. As I understand it, of less importance than the safeness of the seat was that Dalton was at odds with the agent for the seat, and the agent eventually prevailed.
