According to the Halton BC website, Kingsway was Lab 886, UKIP 287 in 2014.
Halton in general seems to lack candidates, 3 Labour councillors were acclaimed in 2014. Also, their website improved much since April (I tried to find the SOPN for May election in April, it was horrible).

The by-election is Halton is for the 2011-2015 term, so, roughly for 6 months.
Resignations:
South Kintyre, Argyll and Bute: John Semple (SNP) resigned for "personal reasons", the very day after the referendum. Probably linked to that (and to the SNP group literally exploding on Argyll and Bute council, they won 11 seats in 2012, but only have 4 councillors now).
Gatehouse, Aylesbury Vale: Stuart Jarvis (LD) resigned for unknown reasons.
Southcourt, Aylesbury Vale: Michael Beall (Lab) resigned for "personal and familial reasons".
Trelech, Carmarthenshire: Covered by the first message in that subjecy by Harry Hayfield (health, was councillor for more than 50 years).
Elgin City North, Moray: Barry Jarvis (Lab) resigned to pursue a career in teaching (in Modern Studies).
Washington East, Sunderland: Neville Padgett (Lab) resigned officially for health reasons, but it happened a few days after he had a meeting with the Standards Board, because he claimed 26,000£ in expenses in 2 years (1,250£ each month), a third of the total amount claimed by the 75 councillors. Might hurt Labour in the by-election. For the 2014-2018 term.
Cox Green, Windsor and Maidenhead: Alan Mellins (Con) resigned after being suspended by the Conservative Party for suggesting, during a debate on "Planning and Travellers" to execute travellers refusing eviction.

Liverpool and Manchester are now just as monolithically labour now and yet they manage 4 candidates at least in most wards. |

The leaflet put out by the Ukip candidate in Kingsway ward, Halton, is a definite contender for most embarrassing leaflet of all time. I will have to see if I can upload a copy. I was particularly amused by the claim that Ukip cannot be racist because they have an active branch in Bradford! The masochist in me really wants you to post this leaflet. |
