I thought a change to the law went through some years ago that stated that if you *won* an election your were deemed to have resigned your council employment. "Council rules state that no council employee can stand for election." Councils can't make those sorts of rules, councils have *NO* power to determine who can and cannot stand for election. It's the *law* that has disqualified her, not the council's rules. Typical jurnos. But, also, if Ms Winifred was so open about being a council employee, even going as far as putting it on her leaflets, why didn't her agent, her party, or the ERO pick this up earlier? Not quite. The law in England & Wales still requires you to have resigned and completed your notice period before the day on which you are nominated. In Scotland however, if you are elected, you can resign with immediate effect regardless of the actual terms of your employment with the council.

The E+W situation is long out of date; the clue about where it came from is in the wording of s. 80 of the Local Government Act 1972: "a person shall be disqualified for being elected or being a member of a local authority if he ... holds any paid office or employment ... appointments to which are or may be made or confirmed by the local authority or any committee or sub-committee of the authority". Even in the 1970s it was only a polite legal fiction that appointments of teaching staff and other school staff were confirmed by the Education Committee. Nowadays with local management of schools, the local authority has practically nothing to do with it. Behind that was a belief that it was a conflict of interest for anyone who was working for a council to be in charge of setting their own pay, terms and conditions, but school pay and conditions are determined by national agreements, and the schools budget is devolved from the council, and the overall education budget is ringfenced and sent down from national government. What can the council as a whole do to change the lot of an individual employee in one of its schools? Nothing.

I would have thought without the students being there in any significant numbers it would be a very easy hold indeed.

I hate canvassing my home street. You end up having to ask people you know whether they support you, and it can put them in an embarrassing position if they don't but don't want to say that to your face.

I live in the student area so I don't know my neighbours! (I also dislike calling on multi-occupancy houses so someone else will have to do that). There is a part of a street near where my mum lives (also in the ward) which I will not canvass as I know too many people there.

I may have done at some point in the early 2000s but I don't think so (it's a terrace of approximately 120 houses so I could have done the far end once and forgot).

There's an impending vacancy in Oxford (Quarry & Risinghurst): Labour councillor has indicated he will resign shortly with the by-election being called in September.
