Regret to report the death of Andrew Smith (West Thurrock and South Stifford ward, Thurrock council). He was Labour leader of the council 1998-2004.

Sibhan Corria, Labour Llandaff North, Cardiff has resigned.
This is the fourth by-election in Cardiff (all Lab resignations) since May 2012. She's also the exec member in charge of education and libraries.

Can I ask why it is taking such a long time for Neath and Port Talbot to get Sandsfield East sorted out? Isn't there a rule about the maximum length of time that a ward can be vacant for?

Usually this is stage-managed by a political party or indirectly by the Council itself. If no request is forthcoming, then technically the Council is unable to call an election.

I believe it is any two electors in the council area. The law seems clear that it is, but not many EROs realise it (nor does the public). It's section 89 (1) of the Local Government Act 1972: "Subject to the provisions of this section, on a casual vacancy occurring in the office of councillor for any principal area, an election to fill the vacancy shall be held ... after notice in writing of the vacancy has been given to the proper officer of the authority by two local government electors for the area." Note "any principle area" and "the area" - the first use refers to the whole council, and the second use has the exact same word. If there were any doubt, then section 270 gives the interpretation for the whole act and says "'principal area' means a non-metropolitan county, a district or a London borough, but, in relation to Wales, means a county or county borough."

The notices are given to the proper officer of the council concerned and the Returning Officer publishes the Notice of Election when sufficient notices are received. Sorry, but it is my own particular pedant.

There is just one by-election called for the last week of August along with 15 identified during September and 3 in October. The Electoral Services Department has confirmed that whilst there is a vacany in Mansfield there is as yet no date for the by-election. There are a further 17 known vacancies where the election has as yet no date plus an impending vacancy where the retiring councillor has said he will resign on 31st August to take up a new appointment.
